KENNETH HARPER AND HIS SHOCKING SEXUAL OFFENCES IN PLYMOUTH
Kenneth Harper, a convicted sex offender, has recently been sentenced to imprisonment following allegations of serious sexual misconduct in Plymouth.Harper, who is 59 years old and resides on Henderson Place, was previously jailed in 2008 for grave sexual offences committed in Oxford.
Despite his past convictions, he denied the most recent allegations but was ultimately found guilty by a jury in June of four counts of sexual assault.
The recent incidents came to light when Harper was observed groping one woman at the residential block where both victims lived.
This prompted the second woman to come forward and reveal her own assault at Harper’s hands.
During the trial at Plymouth Crown Court, it was detailed that Harper had taken advantage of the vulnerable states of these women, touching their legs, bottoms, and breasts without consent.
The court heard that Harper’s choice of their shared living environment was not coincidental, but rather, a location he felt he could indulge in such misbehaviour with a degree of confidence, knowing the victims were vulnerable.
The court proceedings revealed that Harper’s misconduct injured his victims psychologically, leaving deep scars and feelings of violation.
One woman, in her 20s, described his actions as having shattered her sense of safety and trust.
She recounted that Harper had put his arm around her and squeezed her bottom on two separate occasions, while another victim, aged in her 50s, was grabbed and squeezed on her breasts as she sat beside Harper on a bench.
On another distressing incident, he ran his hand up her leg towards her groin.
The victims explained that Harper’s actions left them feeling demeaned, vulnerable, and traumatized.
A statement from one of the victims expressed the profound impact Harper’s behaviour had on her life.
She described feeling violated and stated that Harper’s actions were those of someone who believed he could act without consequences.
Her background of trauma made the assault even more devastating, destroying her trust in men and leaving her with lasting emotional scars.
The court heard that these offences came to light after Harper was caught groping one woman.
The second victim then came forward, revealing her own experience of assault.
During sentencing, Deputy Circuit Judge Neil Davey QC acknowledged the severity of Harper’s conduct, emphasizing that Harper’s actions caused significant psychological harm.
Although he is nearly 60 and had previous convictions, Harper maintained his denial of guilt.
In his sentencing remarks, Judge Davey pointed out that Harper’s willingness to offend again against particularly vulnerable victims was a grave concern.
He noted that Harper regarded the location of his crimes as a place where he could act with impunity and disregard for the victims’ rights.
The judge highlighted that both women were adults in vulnerable circumstances—one in her twenties and the other in her fifties—and described the specific acts of assault, which included grabbing and squeezing the victims’ bodies and running his hand up one woman’s leg.
The court also heard from Harper’s defence solicitor, Mr.
Jason Beal, who requested that the judge consider a suspended sentence due to Harper’s role as a full-time carer for his partner.
The defence argued that Harper’s imprisonment would cause hardship not only for himself but also for his partner, with whom he shared a difficult personal background, and that Harper was largely reclusive.
Ultimately, Judge Davey decided that although Harper’s age and his role as a carer were relevant, they did not warrant mitigating the seriousness of his crimes.
The judge emphasized that Harper continued to deny the offences and dismissed the victims’ testimonies as untruthful.
Consequently, Harper was sentenced to an additional 15 months in prison for his recent offences, marking another grave chapter in his history of sexual misconduct.
