KENNETH BURGESS SENTENCED IN CARLISLE FOR CHILD SEX OFFENSES AND ILLEGAL IMAGES
A convicted sex offender with a disturbing history has been sentenced to prison once again after authorities uncovered his involvement in viewing and sharing illegal images of children being abused, alongside expressing depraved fantasies during online conversations.Kenneth Burgess, aged 56 and residing on Bannisdale Way in Carlisle, was described by a judge as a “danger to children” following the presentation of evidence detailing the extent of his offenses.
According to the prosecution, Brendan Burke, during a hearing at Carlisle Crown Court, explained that police officers responded to intelligence reports and conducted a search at Burgess’s residence on August 1.
During this operation, they seized a Samsung mobile phone, which contained a significant collection of indecent images involving minors.
The images found on Burgess’s device included thirteen photographs classified as Category A, indicating the most severe form of sexual abuse involving children.
Additionally, there were three Category B images and seventy-five Category C images, all depicting various levels of exploitation.
Furthermore, authorities discovered a staggering 894 extreme images involving bestiality, which included depictions of sexual acts between humans and animals, as well as between animals and children.
The investigation also revealed that Burgess engaged in obscene conversations via Facebook Messenger, where he described disturbing fantasies involving children, including themes of rape and torture.
During these chats, he also shared a Category C indecent image of a child, which he distributed to another individual with similar interests, further aggravating his offenses.
It was noted that Burgess had previously admitted to six offenses in a magistrates’ court, including making indecent photographs of children, possessing extreme pornographic material, distributing an indecent image of a child, and publishing obscene articles.
His criminal record also includes convictions for robbery, grievous bodily harm, and a 2011 conviction for sexually abusing a child.
He was subsequently returned to court and penalized again for failing to adhere to strict court orders previously imposed.
During the recent sentencing hearing, Burgess’s defense lawyer, Jeff Smith, acknowledged that his client accepted the likelihood of a prison sentence.
A probation officer’s report indicated that Burgess currently lacks a stable environment in the community and is not in a suitable condition to be released.
The report also highlighted Burgess’s physical health issues, including breathing and mobility problems, which were evident during a remote video link from custody.
Judge Michael Fanning sentenced Burgess to 16 months in prison.
In his remarks, the judge emphasized Burgess’s status as a contact sex offender with an obsessive sexual fixation on young females.
The judge expressed concern that given the opportunity, Burgess would likely reoffend, underscoring the danger he poses to children.
“You are a contact sex offender.
With that in mind, and reading the contents of the report, you have an obsessive sexual fascination with young females.
Given an opportunity to reoffend, I don’t doubt you would take that opportunity,” Judge Fanning stated.
He concluded by reaffirming Burgess’s status as a danger to children and ordered that he remains subject to sex offender notification requirements.
The case will be revisited later this month, when a judge will consider an application by the prosecution for additional restrictions on Burgess’s liberty, specifically in the form of a sexual harm prevention order, to further protect the community from his potential reoffending.
