May 2014 Child rapist release condemned by victim A woman raped over several years by a paedophile says she will fear for her safety when he is released. Keith Williams, 56, from Swadlincote, was given five life sentences in 1999 but it has been confirmed he will shortly be released from prison. The woman, first attacked aged eight, said those who freed him would “bear the responsibility when he re-offends”. The Ministry of Justice said prisoners were only released if it was satisfied they did not pose a risk. Williams raped the woman, who cannot be named, over a period of several years in the late-1970s and early-1980s but he finally faced justice when she was persuaded to go to police. Now she has been told the Parole Board has agreed to release him. She said: “This is a monster, not a man. He’s not just a paedophile, he’s a rapist, he is violent, he is evil, he is just a monster. The woman said Williams had managed to send her threatening messages, such as “This isn’t over”, from within prison. The Ministry of Justice said a “robust risk management plan” would be put in place, including an exclusion zone of about 20 miles around the area where the woman lives. However, she said: “You are not talking about a law-abiding citizen, you are talking about a monster who lives by his own rules and believes in his own lies. “People need to be aware so they can be vigilant and stay safe, because this man is very dangerous and whoever is responsible for releasing him, well, they will be responsible when he re-offends.” ‘Dangerous child rapist jailed for 5 life sentences in 1999 granted parole and to be freed later THIS WEEK Convicted paedophile and child rapist Keith Williams has been approved parole and will be released from prison THIS WEEK after serving just 15 years of his sentence. 
Williams received 5 life sentences for five charges of rape and indecent assault against a child in 1999.  Williams repeatedly raped the female in pubs his parents ran in Hartshorne and Church Gresley between December 1979 and December 1985 when she was aged between eight and 14. On one occasion, aged 11, she was raped on the pool table. On others, she was also assaulted with a knife, a pool cue, and a bottle. The case only came to light in 1994 when the woman lifted the lid on the years of abuse she had been subject to. Earlier this year, we revealed that Williams would stand before a second parole hearing just months after he was refused parole, because of a procedural error by the Public Protection Casework Section. The parole hearing had to be repeated because a victim impact statement was not handed to his solicitor before the November hearing. The latest parole hearing was just a few days ago and in resulted in Williams release
It is understood Williams is subject to an exclusion zone which includes Tamworth, Coalville, Ripley, Ashbourne and Rugeley. His victim said: “This is not a law-abiding citizen – this exclusion zone means nothing.” The victim Jo, also feels let down by the ministry of justice, the parole board and probation agencies who have not maintained contact with her. Jo has literally been kept in the dark about the release of Williams and has received no support. She feels like she is being victimized. Jo added: “What I want to know is, when are the rights of victims going to count as much as those of the perpetrators?”  The brave survivor of this abuse has campaigned against the release of Williams and is angry about the decision Before he came into her life, Keith John Williams had a previous conviction for abducting a 14-year-old girl at knifepoint in 1976 when he was 23. He received only a fine despite posing a clear threat to the public and to children in particular. Perhaps if he had been punished accordingly he would never have come into this victim’s life and altered it irreparably. Williams met the Jo’s mother in 1978 when she Jo, an only child, was eight. They married quickly and set up home in Swadlincote, South Derbyshire. Jo, uncomfortable in Williams’s presence, chose to stay with her grandmother during the week and with her mother and Williams at the weekends and during school holidays. “I would run off. Everyone said I was a mummy’s girl and jealous of him but that wasn’t true. I hated being there because I knew what would happen.” What happened was Williams would sneak into Jo’s bedroom during the night, when her mother was fast asleep, take the small girl to the pub bar below and rape her. This happened more times than she can remember. She never told anyone and her mother never suspected. Neither was Williams alone in his perversions. He would often let in two or three friends who would join in and film her being abused. She recalls the men once bringing along another girl, maybe about six years old. Jo became pregnant at 15. She didn’t know by whom seeing as a number of men had been abusing her. She had an abortion but her mother assumed it was a naïve first experience with a schoolboy. The pregnancy signalled a warning to Williams and he finally left her alone. He had an affair and left the family home, blaming Jo for pushing him away. He had another child, moved to Wales and Jo began to rebuild her life. She still told no one from fear of what Williams would do to her and her young half-brother, his own child with her mother. She had witnessed him deliberately leave the boy alone, as a three-year-old, in the deep end of a swimming pool and he would routinely “throw” both Jo and her brother up against doors and walls. “His aggression towards my brother was also a threat to me, as if to say: ‘See what will happen if you open your mouth.'” Attempting to move on, she studied nursing and juggled three jobs to pay a mortgage but sadly this upwards trajectory was temporary. In 1996, Williams returned to Swadlincote where Jo still lived, and set up in a new pub. His brazen return to the scene of his crimes was too much for her. She began drinking heavily, attempted suicide and had a breakdown. She couldn’t work and lost her home. Concerned about Williams’s youngest child who was in his care, Jo contacted Social Services. The police became involved and wanted a statement. Still petrified by the power Williams held over her, she refused. The police threatened to subpoena her to court and she finally revealed the extent of her abuse. On June 3, 1999, Keith John Williams was found guilty of five charges of rape and one of indecent assault and he was given six life sentences. The judge compared him to Fred West.  From prison, controlling Williams has continued his campaign against Jo including cards and phone calls saying: “See you soon.” Jo complained to the authorities about the harassment from her abuser, but they turned a blind eye.  In May 2014, Williams was no longer deemed a risk to society and was granted parole “He will come for me, he has made that clear,” she says.  “What I want to know is, when are the rights of victims going to count as much as those of the perpetrators?”  Jo speaking to Sonia Poulton about her abuse – 22 May 2014 – Interview starts at 11 minutes 30 seconds December 2013 Child rapist landlord refused parole A RAPE victim has described the decision to refuse her vicious attacker parole as a ‘twisted victory’. But Keith Williams, who received life sentences on five charges of rape and indecent assault against a child in 1999, will have his eligibility for release reviewed again within two years. One of his victims, a 43-year-old South Derbyshire woman who fought tirelessly to keep Williams in prison said the decision was ‘the best she could have hoped for’. The woman, who cannot be named for legal reasons, said: “It’s a twisted victory because the kids and the streets are safe. “I think it’s brilliant that he is back behind bars – it’s the best result we could have hoped for. “But on the other side I will have to go through it all again – it’s a cruel victory.” The woman was subjected to a campaign of sexual tyranny at the hands of Williams, who raped her in pubs in Hartshorne and Church Gresley between December 1979 and December 1985 when she was aged between eight and 14. In March, the Mail exclusively revealed that Williams was being held in open prison conditions and was due to appear before a parole board after serving just 14 years. The woman said: “The last year has been hardest battle I have had to face. “It was like I was living an absolute nightmare but people needed to know about him. “Even if he is up for parole again I will go through it all again.” The parole board considered reports on Williams from probation, prison and medical staff before it came to its decision. The board also considered the woman’s personal impact statement which detailed how the attacks had left their mark on her. November: UPDATE – Williams has now been moved from his CAT D open prison back to a CAT C, and his possible release has now been put back at least 12 months July 2013 ‘If I’m going down I’m going down fighting’ – A woman’s battle to keep her rapist behind bars A WOMAN who was subjected to a ‘campaign of sexual tyranny’ has spoken of the painstaking battle she is waging to keep her rapist behind bars. In her fight to keep paedophile Keith John Williams locked up, the South Derbyshire woman has called for tougher sentencing laws, fought outstanding charges to be brought against Williams and pleaded for other victims to speak out Williams repeatedly raped the woman in pubs his parents ran in Hartshorne and Church Gresley between December 1979 and December 1985 when she was aged between eight and 14. On one occasion, aged 11, she was raped on the pool table. On others, she was also assaulted with a knife, a pool cue, and a bottle. The case only came to light in 1994 when the woman lifted the lid on the years of abuse she had been subject to. But the campaign to keep Williams in prison has taken its toll on the 42-year-old. As a result of the stress and trauma from the abuse, she takes 30mg of diazepam every day and has plummeted from size 14 to a size six. Even more than 30 years after enduring her horrifc ordeal at the hands of man who during his trial was likened to Fred West, she ‘shakes like a leaf’, she says, whenever she leaves the house and never shops alone or does anything by routine. The woman says that after Williams’ sentence of life imprisonment on five charges of rape and indecent assault against a child was passed, she was celebrating ‘because I thought I wouldn’t have to fear seeing him again.’ “There was a lot of shouting in the sentence,” she says. “I could here him yorping in the court room and the judge was banging his hammer. “I went and had other people with me for protection. We were all there and all heard he was charged with specimen charges of rape and of indecent assault. “I expected a huge sentence. When we heard it passed we were celebrating because I thought I wouldn’t have to fear seeing him again.” But she now fears Williams, who will stand before a parole hearing in August, could be released after serving just 14 years in prison. Before coming to a decision on whether or not Williams is eligible for release, the parole board will consider reports on Williams from probation, prison and medical staff. The board will also consider the woman’s own personal impact statement; the ‘charter of my demise’ as she calls it, which she is holding out hope of not being disclosed to Williams at the hearing. “I hate the word victim”, she says. “It feels like its gratifying him. And your impact statement undignifies you and empowers him because you have to stipulate all the damage he did and is still doing to your life. “I don’t want to make this charter of my demise and give him the gratification that he is still destroying me. “I have had to live with this since I was 8-years-old; it has destroyed my past, my career and my future. “I’m still hoping for non-disclosure so he won’t see it. What I have written is very personal to how he has destroyed me.” In March, the Mail revealed Williams’ eligibility for parole, that he was being held in open prison conditions and that he had enjoyed overnight stays. The revelation begged the question of whether justice had been served on a man who had waged a ‘campaign of sexual tyranny’ according to Judge HHJ Appleby QC, who passed the sentence. “I thought I had done the hard work and he would die in prison,” the woman says. “Not at any point did I think it would be 14 years. It equates to 2.8 years per sentence. It’s a joke – an absolute joke.” “If he gets out, he is going to do something and who will be responsible? “These people on the parole board, are they human? Are they real? Have they got children? “How can they not see that he is still a danger from all the things he has done? Will the blood not be on their hands for allowing this when he has proved what he is capable of? “I want somebody to stand up and say this is wrong. We have got to say that five life sentences can’t equate to 2.8 years per sentence. “There has got to be somebody who is willing to stand up and say this should not be allowed to happen to victims.” The woman also said when Williams was sentenced, Judge Appleby QC asked for additional charges against Williams to ‘lie on file’. Charges are asked to lie on file when it is believed a prosecution would not be in the public interest. She claims she was led to believe the charges would then be brought against Williams at a later date. But earlier this month the Mail revealed a letter the woman had received from the Crown Prosecution Service which said it would not be pursuing the outstanding charges. Despite the setback, the woman has vowed to keep up her fight against Williams’ release. She says: “I’m going to do everything I can to keep him inside because he has proved himself dangerous enough to warrant keeping him inside. “I don’t do this just for me but for other victims as well. The system has to be accountable to people who have been through devastating things in their life. “The victims can’t just be brushed off. “If I’m going down I’m going do it fighting. Fight to win or die trying has always been my motto. “At least my legacy will not be that of failure to victims.” June 2013 A WOMAN who was systematically and repeatedly raped as a child has spoke of the ‘total betrayal’ she feels after learning her rapist would not face additional charges. In a heart wrenching interview, the 42-year-old South Derbyshire woman said she was told the charges against Keith John Williams, (pictured above) which were asked to ‘lie on file’, would be brought against him by the Crown Prosecution Service (CPS) on his release from prison. Williams, who was the landlord of The Bear pub in Swadlincote, repeatedly raped the woman in pubs his parents ran in Hartshorne and Church Gresley between December 1979 and December 1985. He received five life sentences, with a minimum tariff of 12 years, for his crimes 1999. Judge HHJ Appleby QC, who passed the sentence, then asked for other charges against Williams to lie on file. In a letter to the woman and shown to the Mail the CPS confirm it will not pursue the outstanding charges. The letter said charges are asked to lie on file when ‘it is acknowledged that a prosecution would not be in the public interest’. It added that charges on file cannot be prosecuted without an application to do so from the Crown. Such an application ‘would be extremely rare indeed’, it said. As she fought back tears, the woman, who cannot be named for legal reasons, told the Mail she believed Williams would be ‘gate arrested’ upon his release to face the charges. She said: “The utter deception is in comprehensible. Me and my family have had no protection and no support, just total betrayal.” Williams, who is being held in open prison conditions and is believed to stand before a parole board in August. He could then be free to roam the streets after serving a total of just 14 years. This equates to 2.8 years per life sentence. The CPS had not responded for a request to comment by the time of going to press. The woman said: “If that what happened to me happened to somebody in power, would they accept being lied to and misled? “I want somebody to stand up against this and say it’s not acceptable. Five life sentences cannot equate to 2.8 years each.” “What lifespan is that? It’s not the lifespan of a goldfish.” March 2013 Child rapist, who received five life sentences in 1999, could soon walk free A SWADLINCOTE paedophile who waged a ‘campaign of sexual tyranny’ against his victims, could soon be free to roam the streets. Child rapist Keith John Williams is eligible for parole in the summer, the Mail can reveal. One of his victims contacted the Mail last week after being notified that Williams, who is being held in an open prison, could soon walk free, after serving just 14 years in prison. In 1999, Williams, who was the landlord of The Bear pub in Swadlincote, was found guilty on five charges of rape and two of indecent assaults against a child. He received five life sentences for his crimes. The attacks took place in pubs run Williams’ parents in Hartshorne and Church Gresley between December 1979 and December 1985. Williams enjoys up to four days out from prison, including one overnight stay, per month, the victim has claimed. She told the Mail Williams already has ‘one step out the door’. She said: “He is more or less out.” The Mail understands Williams is subject to an exclusion zone which includes Tamworth, Coalville, Ripley, Ashbourne and Rugeley. His victim said: “This is not a law abiding citizen – this zone means nothing.” Williams’ parole hearing will take place between June and August, the Mail believes. His victim has been invited to make a victim impact statement at the hearing. She said: “I have no rights to know what his response is. The only right I have is to know when he is released and when he has been on overnight stays.” A spokesperson from The Parole Board said it could not give comment on individual cases but confirmed Williams is eligible for parole and being held an open prison. The spokesperson said The Parole Board would make its decision on whether or not to release Williams based on reports from probation staff, prison staff, medical staff, and the victims personal impact statement. Williams will remain on license for the rest of his life.
