July 2004 ‘I would not be surprised if this happens again’ Keith Parr turned his back on the police and the probation service to live undetected in the community for two years. He had blatantly breached the requirements of the sex offenders’ register that he must inform officers of his new address within seven days. Failure to do so could result in up to five years in jail. Parr, 24, who had learning difficulties, had been ordered to sign the register after he indecently assaulted a girl under the age of 14 in 2000. But between May 15, 2002, and May 27 this year, police had no idea of his whereabouts. This month, he found himself in Nottingham Magistrates’ Court where he admitted failing to register a new address. The court heard that Parr – whose address was given as Manor Road, Eastwood – had first gone to live with his father, and three weeks later moved in with his girlfriend, but had been too scared to inform police of the two moves. He was placed under the supervision of the probation service as part of a 12-month community rehabilitation order. He must also keep police informed of his movements. But the fact police were unaware of where he was living has alarmed many.
