In January 2019, Keith Holloway of Worcester was spared prison despite repeatedly flouting a court order to protect children. Holloway, now 66, had previously thrust his exposed genitals against a three-year-old girl in a supermarket, filmed under the skirts of young women and offered a girl of eight an ice pop, telling her she was ‘beautiful’ and inviting her to use his new shower. But Holloway was not sent to jail by Judge Nicholas Cole at Worcester Crown Court because the most recent breach was deemed too ‘minor’ and because his defence barrister argued that prison would be ‘crushing’. It was the fourth time Holloway had breached the same order since it was imposed in September 15, 2017. Three involved his possession of devices with cameras and the most serious involved the befriending of the eight-year-old girl. Now the mother of that girl has questioned why Holloway is allowed to continue to live in Back Lane South, Barbourne, near her home. She said: “Although I had known Keith vaguely years ago, I knew nothing of his offences. I didn’t see him for many years until I bumped into him in our street in 2017. He claimed he had lived here for a while. “After this meeting we would go from seeing him once in a while to seeing him every day, this being on the morning school run. It is clear that he was timing his appearances so that he could see us, particularly my daughter. If he missed us in a morning he would try and catch us in the afternoon on the way home. “He started to give my daughter little treats like an ice pop and money. I didn’t like that as I saw it as trying to buy her affection. I told him thank you but he didn’t need to do that. “What I didn’t realize was that this was also his excuse to make physical contact with my daughter. For example, when he handed her a two pound coin, he cupped both of her hands in his, got up close to her face and started making weird groaning sounds. He was staring at her intently for several seconds. My daughter looked very uncomfortable at this. I put my hand on her shoulder and made our excuses to leave. “My daughter told me afterwards that she didn’t like him getting so close, the way he stared at her or the weird noises he made. She said she didn’t like him because he scared her. She called him weird. “In one conversation he told us that he would be getting a shower due to his infirmities. I joked that I was jealous as we didn’t have a shower. He offered us the use of his shower any time we liked, an offer that we had no intention of accepting. He mentioned this several times. He also told me his home phone number in case I ever needed help but I never felt the need to write it down. “It was after an article in the Worcester News about him that I felt I had to contact the police as it was obvious he was trying to groom my daughter as his next victim. He only changed his not guilty plea to guilty at the last minute when he saw me turn up to court just seconds ahead of him.” Holloway was jailed for 51 months on February 7, 2003 after he approached a three-year-old girl in the corner of a supermarket and began ‘thrusting his pelvis’ into her while his genitals were exposed. Then, he received a sentence of nine months in prison suspended for two years for outraging public decency on October 15, 2007 after he used the camera on his mobile phone to photograph young women under their skirts. Holloway was made subject to a sexual offences prevention order for 10 years but breached that on December 14, 2016 when police discovered that he had a tablet with a camera. He was fined for this offence on August 24, 2017. As a result of a further breach Holloway was made subject to a sexual harm prevention order which was due to last until October 15, 2027. When Holloway was visited again by police they found he had a mobile phone with video and camera facility in his hallway which led to a seven month prison sentence, suspended for 24 months on March 6, 2018. In January last year, Holloway was sentenced to a 12-month community order and fined £1,000. The mum of the eight-year-old girl added: “He is a man who is dangerous because he knows how to play the game and the system. He starts off by attempting to build up trust as he did with us. He would throw in subtle details about his life. He mentioned having children of his own but not being in contact. He would not state why at first but then claimed his wife/partner had turned them against him by making up lies about him but did not clarify what these supposed lies were. “I was polite and only ever spoke to him in public. I never felt comfortable being anything but friendly in a sociable manner but he stated that I was a good friend because no-one else bothered with him. It is obvious why. “He plays on his physical infirmities. He pretends he can’t walk very well in public but when he thinks no-one is around he suddenly becomes more mobile, this observed by others. “He was caught trying to look through my older daughter’s letterbox. He also put some dirt in front of her door then claimed he was helping by cleaning it up. As a result of this my daughter no longer wants to have sleepovers at her sister’s because she is worried he will try again. “The system is failing victims. Instead of being protected it is the guilty who are being protected. I was asked by the police if I was happy living here. As I have family and friends here I am not prepared to move and let him win. “He will re-offend any chance he gets. Holloway, of Back Lane South, Barbourne, failed to tell his offender manager he had bought a new mobile phone fitted with a camera and was sentenced at Worcester Crown Court on Wednesday. Although he is permitted to have a mobile phone he did not inform his offender manager he had bought a new one after breaking the old one by dropping it into a sink full of water. Holloway, who walked with a stick, lowered his head in the dock, covered his face with his hands and at one stage dabbed his eyes with a tissue. The mobile phone was discovered during an unannounced visit to his home on July 5 last year by his offender manager. He bought it in Argos on June 13 that year. Michael Aspinall, prosecuting, described the defendant’s previous convictions. The first dates back to 1984 for sending an obscene article in the post. Holloway was jailed for 51 months on February 7, 2003 for indecent assault on a female under 16. Mr Aspinall said Holloway had approached a three-year-old girl in the corner of a supermarket and began ‘thrusting his pelvis’ into her. “He was grabbed by the mother. His penis was exposed. Being confronted he began crying and saying he shouldn’t have done it,” said Mr Aspinall. On that occasion Holloway was detained until police arrived to arrest him. He also befriended a girl of eight, giving her £2 to buy some sweets and also gave her ice pops, telling the girl’s mother her daughter was ‘beautiful’ and inviting her and her daughter to use his newly installed shower unit, Mr Aspinall told the court. Holloway told police he did not think it was a breach of the order because the girl’s mother was present. Mr Aspinall described the breaches as ‘persistent’. Judge Cole said Holloway had ‘a history of disobedience to court orders’ but this latest breach was ‘minor’ and that, because of the defendant’s health issues, it would be ‘unjust’ to activate the suspended sentence. Judge Cole sentenced him to a 12-month community order with up to 20 rehabilitation activity days. He imposed a fine of £1,000 and ordered him to pay £350 costs. Both must be discharged within 28 days. August 2017 Pervert from Worcester breached court order for filming underage girls A two time convicted paedophile who filmed underage girls has been fined after he was found with a tablet and a mobile phone fitted with cameras. Keith Holloway was placed on a sexual offences prevention order or SOPO nearly 10 years ago for filming up a schoolgirls skirt but had never before breached the terms which prohibited him from having devices with cameras. Holloway also had previous convictions for indecent assault on a girl – for which he served a 15-month jail term – and two of sending obscene material through the post. The 64-year-old, of Back Lane South, Barbourne, Worcester, had already admitted the breaches at magistrates’ court when he appeared at Worcester Crown Court on Thursday to be sentenced The first breach was on October 14 last year and the second on June 9 this year. Balvinder Bhatti, prosecuting, said the first breach occurred when Holloway’s offender manager was visiting his home with a housing officer to discuss his mobility problems and any assistance which might be provided to him. Miss Bhatti said: “Whilst about to have a conversation the officer went to sit down and moved a cushion from the sofa and found a tablet underneath the cushion. Mr Holloway stated ‘you weren’t supposed to see that. Am I going back to prison for breaching my SOPO?’” He told officers there were no indecent images on it and he was planning to use it to share music with his brother. In the second breach, his offender manager spotted a black mobile phone lying on the floor in the hallway of Holloway’s home. He initially said it belonged to someone else but soon admitted it was his. Again, no indecent material was found on the phone. Miss Bhatti said: “He stated that he forgot things and believed he had dementia but it was undiagnosed and was aware he would breach his order by having the phone alongside the tablet.” She said of the original offence: “He was recording young girls.” Holloway also has a conviction for indecent assault from 2003. Recorder Martin Jackson fined him £200 for the first breach and £300 for the second. The sexual offences prevention order was extended for a further 10 years until October 15, 2027. The order restricts him from drinking in public, his use of the internet and his contact with children. Recorder Jackson warned him: “Any evidence of further breaches and you will very likely receive a custodial sentence.” October 2007 Pervert filmed up school girl’s skirt A pervert spotted filming up a girl’s skirt in a Worcester shop has been sent to a city bail hostel by a judge today. Keith Holloway, aged 54, went into Woolworths in High Street with his camera set on video recording. A 15-year-old schoolboy noticed him putting the camera up a girl’s skirt as she bent over near the sweet counter, said Mary Wallace, prosecuting. The witness alerted police who arrested Holloway outside Marks and Spencer. Holloway, of no fixed address, was freed from custody by Judge Andrew Geddes and sentenced to nine months jail, suspended for two years. He admitted outraging public decency. The judge ordered the defendant to live at Braley House in Ombersley Road and attend a sex offenders’ programme and alcohol treatment course. Holloway had previous convictions for indecent assault on a girl – for which he served a 15-month jail term – and two of sending obscene material through the post. He must sign on the sex offenders’ register for 10 years and be subject to a sexual offences prevention order for the same period. Under its terms, Holloway is forbidden from getting drunk in public, using a video camera or video phone, befriending a child under 16 or contacting a child under 16 in person or through electronic media. The judge at Worcester Crown Court also confiscated a notebook in his possession which contained obscene articles. Miss Wallace said after his arrest on March 26 the defendant appeared drunk and told police he had consumed six pints of strong cider. He had filmed up girls’ skirts on previous occasions – also found on the phone – and confessed: “I can’t help myself. I should be back in prison.” Mr Hamer said he had served 140 days in custody on remand. The judge told Holloway: “You are a social pest and have to be stopped.”
