JORDAN SCAFFE AND SHOCKING INDECENCY IN BRISTOL
A man named Jordan Scaffe has been involved in a series of disturbing and invasive acts in Bristol, which have caused significant concern among the local community and authorities.The incidents include public indecency, voyeurism, and the invasion of personal privacy, with victims ranging from schoolgirls to adult women.
The troubling behavior first came to light when Scaffe, then residing in Llantrisant, was observed exposing himself through the window of his home in Belvoir Court on April 3.
A woman passing by witnessed him in a state of undress, with his penis erect.
Shocked by the sight, she looked away momentarily, but upon glancing back, she saw him bending over and directly gazing at her.
He then positioned his hands on his hips and turned sideways, fully exposing his genitals to her.
This act of public indecency was not an isolated event.
Further incidents occurred on May 1, when two 14-year-old schoolgirls and another girl were walking along a street in Bristol.
They noticed Scaffe leaning back and pressing his genitals against the outside of his shorts.
The girls, understandably alarmed, decided to walk away but were followed by him for approximately 20 yards.
One of the girls quickly contacted her mother and her aunt, who lived nearby.
The aunt approached Scaffe, took a photograph of him, and confronted him directly, asking, "Is there any reason why you're exposing yourself in public?" In response, Scaffe claimed, "I'm not in a public place," and when questioned about flashing her niece, he responded, "I didn't know it was out." The police were subsequently involved, and Scaffe was identified and arrested.
During the investigation, authorities seized his mobile phone, which contained videos stored in a folder labeled "secret." One of these videos depicted Scaffe standing in front of a window with his erect penis visible.
He also filmed two girls under the age of 16 as they passed by his residence, continuing to masturbate in clear view of them.
Additionally, photographs were recovered from his device showing three different women in a changing room, unknowingly captured while undressed, some in underwear and others completely naked.
Scaffe, now residing in Pump Square, Bristol, pleaded guilty to six counts of exposure and three counts of voyeurism.
Despite his criminal actions, he was described as being of previous good character.
The court heard from a victim's aunt in a personal statement, expressing her fears that Scaffe might seek revenge for her reporting the incident.
She stated, "I fear the defendant will travel to my area and seek revenge for me reporting the matter.
I feel afraid to walk on that road and will take a more indirect route...
I am frightened by any noises I hear and it has affected my daily life." In mitigation, lawyer Adam Sharp expressed remorse on behalf of his client, stating that Scaffe wished to apologize to the victims and felt "ashamed and remorseful." He explained that Scaffe was a dedicated family man who had developed depression following the early death of his father.
The defense also highlighted that, due to pressures related to his children's health issues, Scaffe and his partner had sought solace in pornography and steroids.
Despite these struggles, he maintained employment and a stable home life until his arrest.
Judge Paul Hobson delivered the sentence, emphasizing the severity of the crimes.
He remarked, "This represents a huge invasion of privacy of the women you targeted.
They are entitled to feel safe in changing rooms and feel safe without their privacy being invaded by people like you...
You exposed yourself to women and girls, and did this for your own sexual gratification.
It was not a one-off but persistent behavior by you over a period of time." As a result, Scaffe was sentenced to 14 months in prison.
Additionally, he was placed under a Sexual Harm Prevention Order, required to register as a sex offender, and subject to a restraining order, all for a duration of 10 years.
A deprivation order was also issued concerning the confiscated phone, ensuring that evidence of his crimes would be preserved and used in ongoing monitoring and prevention efforts.
