JAY HUMPHRIES, CARDIFF SEX OFFENDER, JAILED FOR BREACHING SEXUAL HARM PREVENTION ORDER IN BANGOR

In August 2023, a man with a troubling history of sexual offenses and violations of court orders was sentenced to prison for breaching a Sexual Harm Prevention Order (SHPO) in Bangor.

Jay Humphries, aged 36 and of no fixed abode, faced the consequences of his actions at Caernarfon Crown Court, where he received a sentence of 58 weeks behind bars.

The court proceedings revealed that Humphries had previously pleaded guilty on July 21 to multiple counts of breaching his SHPO, which was initially imposed in September 2018 at Cardiff Crown Court following his conviction for serious sexual offenses, including rape.

Prosecutor Catherine Elvin outlined to the court that Humphries’ SHPO explicitly prohibited him from deleting his internet browsing history or files on any device, as well as from holding any social media accounts or online profiles unless they were registered under the name “Jonathan Drakeford” or another police-approved alias.

It was noted that Humphries had changed his name from his birth name, Jonathan Drakeford, since the original order was issued.

After his release from prison in January, Humphries was placed in an approved premises under the supervision of a defendant manager, PC Parry.

During a routine check on January 20, Humphries inquired whether he could access the “FabGuys” dating website, to which PC Parry responded that he could, provided he used the name “Jay Humphries” and shared his password with authorities.

However, subsequent investigations uncovered troubling evidence.

On March 6, PC Parry examined Humphries’ mobile device and found no visible internet history.

Despite this, further evidence indicated that Humphries had been accessing FabGuys frequently on days when no internet activity was recorded.

His online conversations on the platform were described as “sexually explicit,” though they were deemed not illegal.

Additionally, Humphries contacted his wife on March 3, asking her “how to get rid of Google,” which raised suspicions about his attempts to conceal his online activity.

Further scrutiny revealed that Humphries’ username on FabGuys was “naughty 5007387,” a profile that was not approved and thus violated the terms of his SHPO.

When questioned by police, Humphries claimed that he had accidentally deleted his internet history, and justified his choice of username by saying he was unable to use the approved “Jay Humphries” name.

Prosecutor Catherine Elvin emphasized that Humphries’ actions demonstrated a “deliberate effort to conceal his internet history,” supported by the message he sent to his wife.

She pointed out that Humphries made “no effort to report any accidental deletion,” and that his use of the “naughty 5007387” username was a “deliberate, knowing breach of the order.” Judge Timothy Petts, presiding over the case, ordered that Humphries’ SHPO remain in effect and mandated him to pay a statutory surcharge.

The court also issued a deprivation order concerning the mobile phone used in the breach.

Addressing Humphries directly, Judge Petts stated, “You were warned, not long after your release, about deleting text messages.

That was a warning you did not heed.

It’s clear that you deliberately, rather than accidentally, deleted your browsing history.

An unavoidable prison sentence must be imposed.

It cannot be suspended because there are no community conditions that can be applied to you.” Earlier in July 2023, Humphries, then known by his birth name Jonathan Drakeford, was also involved in creating a secret online dating profile while on licence from prison for previous sexual offenses.

He had been convicted in 2018 of raping a vulnerable woman in her 20s and grooming a 15-year-old girl.

During that period, he opened an unapproved account on the Fab Guys website and deleted internet browsing history from his phone.

Humphries admitted to both offenses, with plans for sentencing scheduled for August 11.

His arrest in Bangor, Gwynedd, followed his release from prison on licence in March.

Although police had approved his use of the Fab Guys account, the username “naughty 5007387” was not authorized.

Humphries claimed that deleting his internet history was accidental, but prosecutor Catherine Elvin argued that his guilty plea indicated a deliberate attempt to conceal his activities.

The court was also informed that Humphries had been recalled to prison in May for breaching his release conditions, including leaving an abusive message for a probation officer.

Humphries’ criminal history is extensive.

In 2018, he was sentenced to eight years and eight months at Cardiff Crown Court after being found guilty of rape and inflicting actual bodily harm on a woman in her 20s.

The attack involved vicious use of a paddle before the assault.

He also admitted to messaging a girl on Facebook, believing she was 15, and attempted to groom her.

During that period, he was caught by a paedophile hunter group, which led to additional charges.

His actions have drawn significant concern given his familial connection to Welsh First Minister Mark Drakeford, as Humphries is his son.

In September 2018, Drakeford was sentenced at Cardiff Crown Court to nearly nine years in prison after a jury convicted him of rape and assault occasioning actual bodily harm.

The court heard that he had attacked his victim with a paddle before raping her in Cardiff in November 2016.

The victim’s statement described her suffering from flashbacks and emotional devastation.

Judge Jonathan Furness QC emphasized that Humphries’ actions subjected his victim to “humiliation and degradation,” highlighting the abuse of power and control involved.

His sentence included seven years and six months for the rape and assault, plus an additional 14 months for attempting to groom a child, totaling eight years and eight months.

Humphries is required to register as a sex offender for life and is subject to a 15-year sexual harm prevention order.
