    JOHN O’ROURKE FROM ENNISKILLEN AND LISNASKEA FACES JAIL AND SEX OFFENDER ORDERS OVER DECADES OF ABUSE

    In a series of disturbing legal proceedings, John O’Rourke, a 79-year-old man from Derrylin Road, Lisnaskea, has found himself at the center of serious criminal allegations spanning multiple decades. His recent conviction and ongoing legal battles highlight a troubling history of sexual offenses and breaches of court orders, raising concerns about public safety and the effectiveness of supervision for sex offenders in Northern Ireland.

    In September 2017, O’Rourke was sentenced to a four-month jail term after he was found guilty of breaching a Sexual Offences Prevention Order (SOPO). The breach occurred when he failed to notify authorities about an overnight stay in a caravan in Bundoran, Donegal, during the summer of that year. The incident took place between June 3 and June 5, 2017, and was brought to light after police informed the Police Service of Northern Ireland (PSNI) that O’Rourke had been staying at a relative’s caravan across the border.

    Following this revelation, officers visited O’Rourke’s residence in Lisnaskea, where he admitted to staying at the caravan during the specified dates. He also acknowledged that he had neglected to inform the authorities about his whereabouts, claiming that he had simply “forgotten” about the restrictions imposed by his SOPO. The court was told that O’Rourke had been subject to a 20-year SOPO since November 30, 2012, a measure designed to monitor and restrict his activities due to his past offenses.

    During the sentencing hearing, the court heard from the defense lawyer, Tony McGettigan, who explained that O’Rourke’s recent forgetfulness was influenced by personal hardships. His wife, suffering from dementia, had to be placed in care, and his son had tragically died in December of the previous year. McGettigan argued that these circumstances had caused his client significant distress, which he believed contributed to his failure to comply with the SOPO.

    However, District Judge Nigel Broderick expressed skepticism about O’Rourke’s claim of forgetfulness, noting that this was not his first breach of the order. The judge emphasized that it was difficult to accept that the defendant simply “forgot” about the restrictions, given his history. As a result, Judge Broderick imposed a four-month prison sentence and ordered O’Rourke to pay a £25 offender levy. O’Rourke was subsequently released on bail of £500 while he prepared to appeal the sentence.

    Beyond the recent breach, O’Rourke’s criminal record reveals a long and disturbing history of sexual offenses dating back over 40 years. His criminal activities first came to public attention in 2012, when he was convicted of abusing children over a period exceeding four decades. The court heard that O’Rourke had targeted young victims, some as young as eight, and had committed acts of sexual misconduct, including exposing himself and engaging in inappropriate sexual acts.

    At that time, O’Rourke, then 74, was sentenced to three years in prison at Dungannon Crown Court. The judge ordered that he serve half of this sentence in custody, with the remaining 18 months on license. Additionally, he was mandated to participate in a Sex Offenders Programme and was placed on the Sex Offenders Register for 20 years, a period that Judge Geoffrey Miller QC indicated would effectively be the rest of O’Rourke’s life.

    The culmination of his offending came in September of the previous year, when a young schoolgirl reported that O’Rourke had kissed and touched her inappropriately, exposed himself, and attempted to pull her hand toward him. This incident marked the end of a long pattern of abuse, which included allegations dating back to 1969, when he was 31 years old. On that occasion, he was accused of exposing himself to an eight-year-old girl and inciting her to touch him. Other victims, aged between five and nine, also came forward, describing acts of gross indecency committed by O’Rourke during his forties.

    Further allegations involved a 17-year-old girl, with whom O’Rourke engaged in inappropriate sexual remarks and conduct in the mid-1990s, when he was in his mid-fifties. Despite denying all charges initially, O’Rourke eventually admitted to the offenses after a jury was sworn in and the case was set for trial at Omagh Crown Court in May of this year. His attitude towards his crimes was described as “alarming” by Judge Miller, who noted that O’Rourke showed no genuine remorse and feigned ignorance about the severity of his actions.

    Judge Miller expressed concern over O’Rourke’s apparent denial and dismissive attitude, especially regarding the older offenses, which he referred to as “past their sell by date.” The judge reviewed impact reports from three victims, acknowledging that they had suffered mental trauma as a direct result of O’Rourke’s actions. While the court did not disclose specific details, it was clear that the victims endured significant emotional distress.

    In his sentencing, Judge Miller highlighted the troubling aspects of O’Rourke’s long history of offending, emphasizing that the crimes spanned over four decades and involved multiple victims. He described O’Rourke as a “real source of risk” to the community. Nevertheless, the judge took into account the defendant’s age, his cooperation with authorities, and the fact that he would remain under supervision after his release.

    O’Rourke received a combination of sentences, including six-month and 18-month terms, alongside the three-year sentence. All sentences were ordered to run concurrently, meaning he would be eligible for release after serving 18 months. The court’s decision aimed to balance the seriousness of the offenses with considerations of his age and the potential for rehabilitation, but the overarching concern remains regarding the ongoing risk posed by the defendant.
