JOHN HATTAM OF KEIGHLEY FINED FOR FAILING TO NOTIFY POLICE ABOUT ADDRESS CHANGE UNDER SEX OFFENDERS LAW

In July 1998, John Frank Hattam, a 40-year-old sex offender residing on South Street in Keighley, faced legal consequences for neglecting his legal obligation to inform authorities about a change in his residential address. Hattam was fined a total of £60, with an additional £40 in court costs, after appearing before magistrates in Bingley to answer charges related to his failure to comply with the provisions of the Sex Offenders Act 1997.

The law, which came into effect to enhance public safety, mandates that all convicted sex offenders, particularly those with a history of paedophilia, must promptly notify police of any change in their residence. Failure to do so can result in a maximum penalty of six months imprisonment. The legislation also established a publicly accessible directory that lists offenders, including details such as their current address, age, and the nature of their convictions.

Hattam, who was released from prison after serving a nine-month sentence for indecent assault on girls under the age of 16, initially provided an address at Drewry Road, Keighley. However, it was discovered that he had not been seen at that address for some time, and he had failed to notify the police of his change of residence within the required 14 days following his release. As a result, authorities issued a summons for his appearance before the magistrates in Bingley in April.

Despite the summons, Hattam did not attend the hearing, prompting the issuance of a warrant for his arrest. The case highlights ongoing concerns about the monitoring and management of convicted sex offenders, especially those with a history involving minors. The magistrates allowed Hattam to settle his fine through weekly payments of £5, demonstrating a measure of leniency while emphasizing the importance of compliance with the law.
