At a previous hearing, Judge Anil Murray noted that discharging Fisher without any supervision would be unwise, citing his need for ongoing support from authorities and social workers.

Fisher’s defense attorney, John Weate, supported this view, asserting that a supervision order was the only suitable course of action, as an outright discharge would be ethically unacceptable.

The victims, meanwhile, continue to grapple with the emotional and psychological aftermath of their experiences.

They expressed that the abuse had left a lasting impact on their lives.

One victim shared with the court, “I always wonder what person I would have been if this did not happen to me,” reflecting the deep scars left by Fisher's actions.

In light of all the evidence and circumstances, Judge Anil Murray imposed a two-year supervision order—the maximum penalty permissible under these unusual legal proceedings.

The judge expressed concern over Fisher’s troubling behavior in recent years, indicating that he remains a potential risk to women and girls.

Evidence of inappropriate conduct toward staff and members of the public in recent times contributed to these fears.

Fisher, formerly of Webster Avenue in Wallasey, was also subject to a strict restraining order barring him from contacting his victims for ten years.
