The disturbing details emerged when a jury in Liverpool Crown Court conducted a fact-finding hearing related to allegations that Fisher had subjected two young girls to repeated acts of sexual assault and rape during the 1990s and early 2000s.

Prosecutor Michael Scholes outlined that Fisher's acts involved a systematic campaign of sexual violence over an extended period, which caused profound emotional trauma to the victims.
Fisher, now aged 75, faced charges, but his health conditions proved to be a formidable obstacle to traditional legal proceedings.
Last year, medical assessments diagnosed Fisher with vascular dementia, rendering him unfit to stand trial in a conventional court setting.
As a result, the case was transferred to a rare and specialized type of hearing—an evidentiary process known as a fact-finding hearing—which allows a jury to determine the veracity of allegations without issuing a formal criminal conviction.
During this hearing, the jury was tasked with establishing whether Fisher had indeed committed the acts described by the victims.
The jury found, based on the evidence presented, that Fisher was responsible for the offenses and that the victims' testimonies were truthful.
However, because no formal conviction was achieved, the court's options were limited.
The possibilities available included keeping Fisher in a hospital for treatment, assigning a supervision order, or discharging him from legal oversight altogether.
Medical experts concluded that a hospital order would not be appropriate given Fisher’s health.
At a previous hearing, Judge Anil Murray noted that discharging Fisher without any supervision would be unwise, citing his need for ongoing support from authorities and social workers.
Fisher’s defense attorney, John Weate, supported this view, asserting that a supervision order was the only suitable course of action, as an outright discharge would be ethically unacceptable.
The victims, meanwhile, continue to grapple with the emotional and psychological aftermath of their experiences.

One victim shared with the court, “I always wonder what person I would have been if this did not happen to me,” reflecting the deep scars left by Fisher's actions.
In light of all the evidence and circumstances, Judge Anil Murray imposed a two-year supervision order—the maximum penalty permissible under these unusual legal proceedings.
The judge expressed concern over Fisher’s troubling behavior in recent years, indicating that he remains a potential risk to women and girls.
Evidence of inappropriate conduct toward staff and members of the public in recent times contributed to these fears.
Fisher, formerly of Webster Avenue in Wallasey, was also subject to a strict restraining order barring him from contacting his victims for ten years.
Additionally, he received a sexual harm prevention order with identical time restrictions and will be under the notification requirements for sex offenders for five years.
These combined measures aim to monitor his behavior and mitigate any further risk he might pose to society.
