JOHN ANDERSON CAUSES DISTURBANCE NEAR PLYMOUTH PRIMARY SCHOOL IN DEVONPORT
In May 2019, a distressing incident occurred near a primary school in Plymouth, specifically at St Joseph’s RC Primary on Raglan Road in Devonport, involving 56-year-old John Anderson.According to court reports, Anderson was observed running around in a state of undress in broad daylight, an act that drew concern from witnesses and local residents alike.
The incident took place around 10:40 in the morning on May 2, and it was reported that Anderson was suffering from a panic attack at the time.
Despite the alarming nature of his behavior, authorities clarified that his actions were not sexually motivated.
Judge Timothy Rose, presiding over the case at Plymouth Crown Court, emphasized that Anderson’s conduct was the result of a personal crisis rather than any malicious intent.
During the court proceedings, it was noted that Anderson had exposed his genitals in the vicinity of the primary school.
However, the Crown Prosecution Service’s representative, Jason Beal, assured the court that there was no evidence suggesting any children or specific individuals had witnessed or been targeted by Anderson’s actions.
The court was informed that Anderson was not aiming at any particular person, and no children saw anything inappropriate.
Anderson, who resides on Chapel Street nearby, pleaded guilty to the charge of indecent exposure.
The court heard that he has a history of mental health issues and had previously been detained in a psychiatric facility many years prior.
His mental health background was considered during sentencing.
Judge Rose, after reviewing a probation report, stated, “You have pleaded guilty to one offence of indecent exposure under the Sexual Offences Act.” The judge then imposed a six-month community order on Anderson, which included ten days of Rehabilitation Activity Requirement supervised by probation services.
Importantly, the length of this order means Anderson will not be required to register as a sex offender, alleviating some of the legal consequences typically associated with such offences.
This case highlights the importance of understanding mental health crises and their impact on behavior, especially in public spaces near schools and residential areas in Plymouth.
