JIMMY ARETELL AND HIS REPEATED OFFENSES IN WARRINGTON AND ELLESMERE PORT
A convicted sex offender with a history of alcohol-related misconduct has once again found himself behind bars after breaching court-imposed restrictions.Jimmy Artell, who now resides in Fearnhead, Warrington, was subject to a comprehensive criminal behaviour order issued in August of the previous year, following a series of problematic incidents in the Ellesmere Port and Chester areas.
This order was part of a court effort to restrict Artell's conduct, particularly targeting his alcohol consumption and physical interactions in public spaces.
Despite these restrictions, Artell's pattern of behavior persisted, culminating in his recent arrest and imprisonment.
At the age of 41, Artell faced serious charges that led to a 44-week jail sentence handed down by Chester Crown Court.
The charges he admitted to include sexual assault, assault by beating, failure to adhere to the sex offenders register, and criminal damage.
These incidents spanned across Ellesmere Port and Chester, involving troubling conduct such as the use of threatening language, aggression, and unwelcome advances toward individuals.
The criminal behaviour order, which was designed to curb his ongoing misconduct, explicitly forbids him from being intoxicated in any public venue throughout England and Wales.
It also prohibits the possession of open alcohol containers in public.
Furthermore, the order restricts Artell from any physical contact with others while under the influence unless it serves a legitimate purpose or is with the individual's consent.
Despite these conditions, Artell was caught blatantly violating the order in Ellesmere Port on July 13, when he was found intoxicated in a public place.
His failure to comply with the supervision requirements established upon his release from custody also contributed to his latest incarceration.
On the recent occasion, Artell appeared before Chester Magistrates Court on Friday, where District Judge Nicholas Sanders sentenced him to an additional six weeks in prison.
The judge pointed out that while the guilty pleas had been acknowledged, Artell’s conduct demonstrated a blatant disregard for judicial orders.
Judge Sanders emphasized the seriousness of repeated violations and the importance of adhering to court-mandated restrictions.
Cheshire Police Inspector Paul Fegan, who was involved in the ongoing monitoring of Artell's case, commented on the situation: "Over the past few years, we have dealt with a variety of incidents involving Artell, including inappropriate touching.
These incidents appear to be closely linked to his addiction to alcohol." He further expressed hope that the active engagement required by the criminal behaviour order, along with tailored support services, will enable Artell to make positive changes in his life and prevent further offenses in the future.
