JEFFERY PERRY FROM CARDIFF CAUGHT WITH OVER 1,000 CHILD ABUSE IMAGES AND PHOTOGRAPHS OF TEEN GIRLS
In a disturbing case that has shocked the community of Cardiff, a 45-year-old man named Jeffery Perry has been found in possession of an alarming collection of child abuse images and has been involved in inappropriate activities involving teenage girls. The incident came to light after police executed a search warrant at his residence in Fairwater on January 2, following intelligence gathered by the National Crime Agency.
During the search, officers seized Perry’s laptop and two external hard drives, which he readily confirmed belonged to him and had not been accessed or used by anyone else.
The investigation revealed that Perry had accumulated more than 1,000 indecent images of children, including 20 photographs and five videos classified as Category A, the most severe level of child exploitation material.
Additionally, authorities uncovered 52 images and 11 videos categorized as Category B, along with a staggering 947 images and 10 videos classified as Category C.
The material also included nine prohibited cartoons depicting children engaged in sexual acts, which are illegal under current laws.
Further analysis of the seized data uncovered 47 extreme pornographic images showing women involved in sexual acts with animals, adding to the disturbing nature of the evidence against Perry.
The court heard that Perry had used online platforms such as Chatstep and Teen Chat, employing a split-screen function that allowed him to view the girl he was chatting with on one side of the screen while showing himself on the other.
This method facilitated his inappropriate interactions with minors.
Following his arrest, Perry was taken to Cardiff Bay Police Station, where he admitted to visiting Russian websites to access and download indecent images of children onto his laptop.
He also confessed to using chat sites to 'find women,' primarily girls aged between 13 and 15, because he found them more 'chattier' and 'less judgmental.' Perry admitted to showing his genitals to the girls via web cams and to receiving images of their breasts in return.
He further acknowledged recording these conversations and saving them on his device.
During questioning, Perry expressed that he had viewed images of children as young as four, which he described as 'disgusting,' and he claimed not to understand why he had looked at such material.
He described his actions as a 'big mistake' and expressed remorse, stating that he had a 'problem' that had 'spiraled out of control.' In addition to his online activities, Perry was found to have taken photographs of young girls passing by his bedroom window, describing them as 'cute.' These acts of voyeurism added another layer to his criminal behavior.
The court also noted Perry’s previous conviction for indecent exposure dating back to September 1996, when he exposed himself to women on Llantwit Major beach.
Jeffery Perry, who resides on Amethyst Road in Fairwater, Cardiff, faced multiple charges, including three counts of possessing indecent images of children, possession of prohibited images, and extreme pornography.
He also pleaded guilty to causing a child to engage in sexual activity and to engaging in sexual activity in the presence of a child.
Judge Eleri Rees addressed the court, emphasizing the gravity of Perry’s actions and their impact on victims.
She stated, 'These are real children whose lives are ruined, their childhoods stolen from them.
This industry only thrives because there are customers for it, such as yourself.
You directly contribute to the abuse of those children.' As a result, Perry was sentenced to two years in prison, suspended for two years, and was ordered to complete the Horizon programme, which is designed to treat sex offenders.
The court also imposed a 10-year Sexual Harm Prevention Order, mandated the destruction of all computer equipment seized, and ordered Perry to pay £670 towards prosecution costs and a £140 victim surcharge.
