    In a disturbing case that has shocked the community, James McNeil, a 27-year-old resident of Larkfield, was found to possess an extensive collection of child sexual abuse images and videos, some of the most severe and explicit category A material. The police investigation revealed that McNeil had stored nearly 200 items of the worst kind of child exploitation content on a tower computer kept in a cupboard at his home in Greenock.

    On the morning of March 31, 2017, police officers from a dedicated cybercrime unit executed a search warrant at McNeil’s residence shortly after dawn. The raid was prompted by intelligence indicating that indecent images of children were accessible via an IP address linked to the Greenock address. As the officers arrived, they found McNeil asleep in his bedroom. Upon waking, he immediately admitted his involvement, confessing to his guilt when his stepfather asked if the police raid was related to him. The court was told that McNeil, who had been downloading and hoarding these images over a period spanning more than seven years, was visibly distressed and sat with his head bowed during the proceedings.

    During the search, authorities seized multiple electronic devices, including a tower computer, an HP laptop, and a hard drive located behind a television unit. An initial analysis of the tower computer confirmed the presence of numerous indecent images of children. The cybercrime team uncovered a total of 330 images, comprising 150 still photographs and 180 videos, all depicting young females aged between two and 14 years. Of particular concern were 193 images classified as category A, which law defines as the most sexually explicit and severe. Among these, 136 were videos, with one showing a three-year-old girl being abused and a still image depicting a four-year-old girl being exploited.

    Further investigation revealed that McNeil had additional collections of images categorized as B and C, all involving exploited young girls. Despite the gravity of his actions, McNeil chose to remain silent during police interviews, answering 'no comment' to all questions. He later pleaded guilty to charges of taking, permitting, or making indecent photographs or pseudo-photographs of children, covering periods from May 30, 2008, to December 14, 2011, and from March 16 to November 11, 2015. His plea also included an acknowledgment of possession of such images, although the Crown accepted his plea of not guilty to a separate charge of possessing indecent images between February 1, 2008, and March 31, 2016.

    At the sentencing hearing, Sheriff Derek Hamilton emphasized the seriousness of McNeil’s offenses. The sheriff noted that McNeil had expressed reluctance to undertake unpaid work, which was part of his sentence. Consequently, he was placed on probation for three years and ordered to complete 300 hours of unpaid community service within 12 months. Additionally, McNeil was placed on the Sex Offenders Register for three years and will be reported to Scottish ministers as someone deemed unsuitable to work with children and vulnerable adults.

    Throughout the proceedings, the court was informed of the disturbing nature of the images, which included footage of very young children being abused. The case has raised significant concerns about online safety and the protection of minors from exploitation. The community and authorities alike are calling for continued vigilance and stronger measures to prevent such heinous crimes from occurring in the future.
