    JAKE CARR FROM RUNCORN SENTENCED TO COMMUNITY ORDER OVER SEXUAL OFFENCES IN 2014

    In February 2014, a convicted sex offender from Runcorn was handed a three-year supervised community order after pleading guilty to multiple sexual offences involving minors under 16.

    Jake Carr, 26, of Willow Close, appeared before Warrington Crown Court on February 21. He admitted to 18 charges, which included possessing an indecent photograph of a child under 16, making 14 indecent images of a minor under 16, and three counts of causing or inciting a female under 16 to engage in sexual activity. Additionally, he was charged in a separate indictment with the intent to supply a Class C controlled drug.

    Judge Nicolas Woodward sentenced Carr to a three-year community supervision order, requiring him to attend the Northumbria Sex Offender Programme. The judge issued a stern warning that any future offences would result in immediate imprisonment.

    The prosecution outlined that police had visited Carr’s residence on May 15, 2012, following intelligence suggesting his internet activities involved the transmission of messages of a sexual nature to children. Prosecutor Sarah Badrawy explained, “The intelligence related to the internet service provider of his being used to send messages of a sexual nature to young children.”

    She also reported that Carr possessed a total of 117 indecent images—64 on his computer and 53 on his mobile phone—most of which were categorized as level one, indicating the lowest severity of indecency.

    The case also revealed that Carr used a false online identity to communicate with girls, encouraging them to perform sexual acts over the internet. Miss Badrawy stated, “He was using a profile that he had set up and had put a picture of a young looking male and had put his age as 17.”

    The court learned that officers found 61 packets of clenbuterol at Carr’s home, a steroid classified as a Class C drug.

    A sexual offences prevention order was also considered. Judge Woodward remarked, “I have to deal with you for a serious offence and offences of different types of seriousness. The last three [charges] are inciting children to engage in sexual activity. The rest deal with indecent images found on your computer and phone.” He emphasized the seriousness, noting, “I believe you pose a real risk to young girls because of your behaviour.”

    However, Judge Woodward decided on a community order to give Carr the chance to improve through the programme. He explained, “The overall sentence which will be imposed would not be greater than two years in prison. I am not in any way satisfied that an immediate sentence is going to be effective in bringing about change. It is much more desirable that you engage the full programme over the three years.”

    Carr’s defense attorney, Desmond Lennon, had earlier requested the judge to impose a community-based sanction. The judge warned, “I make it absolutely clear to you that if you perform under the order and do not commit further offences within three years, that will be the end of it. But if you reoffend or fail to engage properly with the programme, you will be brought back before me and face re-sentencing. If you breach the order or commit another offence, you will go to prison. This is your only chance—if you do not take it, it will come back to haunt you.”
