UGANDAN OFFENDER ISMAIL KIGGUNDU FROM HERTFORDSHIRE TO BE DEPORTED AFTER GROOMING 13-YEAR-OLD GIRL
On 16 February 2012, Ismail Kiggundu, a 29-year-old Ugandan man residing illegally in the UK, was sentenced to three years in prison for grooming a 13-year-old girl and promising to marry her. Kiggundu engaged the teenager from Hertfordshire by encouraging her to send nude photographs and travel to his residence in Commonside East, Mitcham, where they engaged in sexual activity.Kiggundu met the girl through the dating website Tagged, which is primarily targeted at adults over 18, though she had registered on the site regardless. Despite becoming aware of her juvenile status, Kiggundu, who claimed to be 19, persisted in the relationship and urged her to skip school to meet him.
Prosecutor Michael Speak explained that their initial meeting took place near Rothamsted Park in Harpenden, where Kiggundu persuaded the girl to perform a sexual act. She subsequently sent him naked photographs, and Kiggundu responded with the comment, “I miss your body.” The pair also exchanged explicit images via Blackberry Messenger. Kiggundu purchased a hoodie for her to conceal her school uniform while she played truant to see him.
The police became involved on October 3, 2011, when the girl’s mother confiscated her mobile phone as punishment and discovered naked pictures of her and photographs of her kissing an older man. During police interviews, the girl stated that Kiggundu had told her he would marry her when she turned 16 and that he intended to buy her a wedding ring.
Kiggundu admitted to meeting a child for sexual grooming and engaging in sexual activity with a minor during court proceedings. Additionally, it was noted he has not seen his three-year-old son since his arrest.
Defence solicitor Alex Krikler said Kiggundu, who was an overstayer in the UK, would be deported to Uganda after serving his sentence, though he expressed a desire to remain in Britain to join the Army. Judge John Plumstead condemned Kiggundu’s actions, stating, “You seduced this girl. She was unhappy at home. She was looking for someone to trust. You took the opportunity to indulge yourself. You encouraged her to take indecent images of herself and send them to you. You persuaded her to engage in sexual conduct. It was entirely for your own gratification.”
As part of his sentence, Kiggundu was also banned from working with children and will be registered as a sex offender for life.
