In a disturbing case that has sent shockwaves through the Worcester community, Graham McKeown, a man who had dedicated over two decades of his life to youth work, has been found guilty of possessing and creating indecent images of children.

The allegations against him reveal a troubling pattern of behavior that culminated in a criminal investigation and subsequent conviction.

McKeown, who was a prominent figure in local youth organizations, had served as an assistant leader at the 6th Worcester (Kempsey) Scout troop for 26 years.

His involvement in youth activities extended beyond scouting, as he also volunteered at St Peter’s Baptist Church in Worcester.

Despite his long-standing commitment to working with young people, his reputation was shattered when police uncovered a cache of illicit material stored on his personal computers.

Authorities executed a search warrant at McKeown’s residence on St George’s Walk, Barbourne, Worcester, after a mother raised suspicions about his behavior.

The mother was concerned after McKeown took her 16-year-old son on a trip to a red-light district during a holiday abroad.

The teenager later reported that McKeown had hugged him in a manner that he interpreted as having sexual undertones, raising further alarm.

During the investigation, police discovered a disturbing collection of digital files.

They found 363 photographs depicting boys and girls as young as 12 engaged in sexual acts or being exploited.

Additionally, 17 videos were recovered, some showing boys aged 12 and 13 involved in sexual activities.

Prosecutor Ian Ball detailed the severity of the evidence, emphasizing that 30 of the images were classified as level four, indicating acts of sex between children.

Graham McKeown, aged 45 at the time, admitted to viewing child pornography online.

He explained that he did so while feeling depressed, claiming that he used these images to “beat himself up” because they made him cry.

His actions appeared to be driven by personal struggles, but they contributed to the proliferation of child exploitation material.

McKeown also confessed to installing software designed to erase his search history, attempting to conceal his activities from investigators.

Initially, McKeown denied any knowledge of the images, but evidence showed he had taken steps to hide his online activity.

In interviews, he claimed he was collecting evidence of child abuse to assist police in prosecuting offenders, a defense that did little to mitigate his culpability.

His criminal conduct was brought before Worcester Crown Court, where he pleaded guilty to 13 counts of making indecent images of children and one count of possession, covering the period from June 2005 to February of the following year.

The court heard that his actions were particularly heinous, involving images of children being degraded and suffering trauma.

Judge Andrew Geddes addressed the court, condemning McKeown’s behavior as revolting and harmful.

He stated, “These were revolting images of children being degraded and suffering terrible trauma.

You contributed to that kind of intolerable behavior.” Despite the gravity of the crimes, the judge expressed a belief that rehabilitation through treatment would serve society better than imprisonment.

Consequently, he sentenced McKeown to a three-year community order, requiring him to participate in a sex offenders’ rehabilitation program and to register as a sex offender for five years.

McKeown’s past involvement in youth work was acknowledged, but his actions had irreparably damaged his reputation and standing in the community.

His employer, Worcestershire County Council, issued a statement confirming that he had been employed since 2001 after passing all necessary recruitment and police checks.

The council clarified that his role did not involve unsupervised access to children and that no complaints had ever been received regarding his conduct.

They also stated that they had cooperated fully with law enforcement during the investigation, which was centered entirely on activities outside of his employment.

As McKeown faces the consequences of his actions, the case serves as a stark reminder of the importance of vigilance and safeguarding in organizations dedicated to youth development.

The community remains shaken by the revelations, and authorities continue to emphasize the need for ongoing vigilance to protect vulnerable children from exploitation.
