    FRANK COLLINS IRVINE SEX OFFENDER BUSTED FOR BREACHING ORDER AT IRVINE AND PRESTWICK

    In December 2017, a disturbing case emerged involving Frank Collins, a resident of Drumelzier Court in Irvine, who was sentenced to 15 weeks in jail for violating a Sexual Offences Prevention Order (SOPO).

    This order was initially imposed at Ayr Sheriff Court on December 20 of the previous year, following Collins' admission to installing covert recording devices at a property in Prestwick. The devices were used in an attempt to secretly observe two teenage girls in private moments, specifically while they were undressing. The court's directive mandated Collins to retain all internet browsing history and explicitly prohibited him from deleting any such data.

    Despite these restrictions, Collins, aged 47 at the time, breached the order between January 11 and January 18 at his Irvine residence. The breach involved him accessing the internet using a web browser that does not retain browsing history, thereby circumventing the restrictions set by the court. This act was committed without any reasonable excuse, highlighting a blatant disregard for the court's instructions.

    Earlier, in November 2017, Collins had already been convicted of similar misconduct. He had pleaded guilty to filming underage girls undressing, which led to the initial imposition of the SOPO. The court had previously found him guilty of rigging up recording equipment at a Prestwick address to spy on two teenage girls, aged 14 and 15, in a private act. The order required him to keep all internet activity records and forbade deletion, emphasizing the seriousness of his previous offenses.

    Back in December 2016, Collins was placed on the sex offenders register following a conviction for setting up a camera to spy on two schoolgirls while they undressed. The incident occurred in June 2015 at a house in Prestwick. During the sentencing, Sheriff Mhairi Mactaggart expressed her concern over Collins' refusal to accept responsibility, as revealed in a social work report. She described his attitude towards the offenses and the victims as deeply troubling, emphasizing the gravity of the crimes.

    In her sentencing remarks, Sheriff Mactaggart stated, “It leaves me with grave concerns about you, Mr. Collins.” The court also noted that Collins had been uncooperative and dismissive regarding his culpability. His defense solicitor explained that Collins and his partner had been struggling to conceive a child for seven years, which had caused significant relationship stress. The court responded by placing Collins under three years of supervision, a five-year SOPO, and added him to the sex offenders register for three years.

    Further back in October 2016, Collins admitted to luring two 15-year-old girls into a fake modelling shoot in Ayr. He had set up a Facebook page under a false name, offering work to the teenagers. Once they arrived at a rented flat, Collins encouraged them to participate in sexually suggestive photoshoots and promised to pay them £50. However, the promised payment was never made, leading the girls to contact the police. Collins, a delivery driver by profession, was arrested at his home and charged with multiple sexual offenses. He pleaded guilty to these charges and was subsequently placed on the Sex Offenders Register, marking a pattern of predatory behavior that spanned several years and multiple offenses in the Irvine and Prestwick areas.
