His defense argued that Carr's contact with these individuals was solely for seeking advice on starting a new life, including plans to purchase a caravan and relocate. However, the prosecution painted a different picture, emphasizing that Carr had admitted to contacting at least three known sex offenders, including a former resident of the hostel where he was staying.
Debbie Breen, the prosecutor, detailed how Carr had casually mentioned to a staff member at his hostel that he had spoken to a former resident, a man with a known sex offense record. The following day, Carr was arrested, and a search of his room revealed a notebook filled with contact details of other offenders. During police interviews, Carr admitted to making these contacts, which further demonstrated his disregard for the court's restrictions.
His defense lawyer, Richard Copsey, argued that Carr's social circle was limited to other sex offenders due to his long history of incarceration. He claimed that Carr's communications were motivated by a desire to understand how others had managed to rebuild their lives after similar convictions. The court was told that Carr, who previously resided in Gateshead, had no friends outside this circle and that he was eager to leave the North East region altogether.
Historically, Carr's criminal record is extensive and deeply troubling. His first conviction dates back to the 1970s when he was found guilty of gross indecency with a 10-year-old boy in Northumberland. Over the years, he was involved in multiple serious offenses, including a 1998 attack on a 13-year-old girl in Wallsend, for which he received a 30-month prison sentence. In 2002, he was jailed for five and a half years after sexually abusing two girls aged 12 and 15 at a house party on Wearside.
His past also includes attempts to establish a business that could have brought him into contact with children, such as a lingerie shop in Sunderland, which was banned in 2008. That same year, Carr was arrested in Carlisle after police discovered he had taken toys to a cafe as part of a Christmas charity appeal. He was observed sitting for hours, wearing a Santa hat, and displaying inappropriate interest in children present at the venue. His behavior at the cafe, coupled with his known history, prompted police surveillance and eventual arrest.
Judge Brian Forster sentenced Carr to an additional 15 months in prison for breaching his order, emphasizing the seriousness of his violations. The judge highlighted Carr's pattern of behavior, noting that at 54, he had a record that confirmed an ongoing attraction to children. The court was particularly concerned about his recent contact with other offenders, which posed a significant risk of re-offending.
In a related incident from 2008, Carr, then 51 and living in Bensham, Gateshead, was caught sitting in a Carlisle café bar wearing a Santa hat and watching children. Despite being banned from contact with minors, he spent hours there, engaging in behavior that was deemed highly inappropriate. His previous convictions included sexual offenses against young girls, and he had been repeatedly moved to different locations to prevent further offenses. His arrest followed surveillance that revealed he had been attempting to involve children’s charities in his Christmas charity efforts, further demonstrating his manipulative tendencies.
Throughout his criminal history, Carr has been labeled a serious predator, with authorities repeatedly taking measures to restrict his contact with minors. Yet, his actions continue to undermine these efforts, illustrating the persistent danger he poses.
