DEAN MCCASKILL SHAMES KINROSS WITH SEX OFFENDER STATUS AFTER FLASHING INCIDENTS

A man known as Dean McCaskill, who was found guilty of exposing himself in the town of Kinross, has been officially placed on the sex offenders register following a series of disturbing incidents. The events took place on the morning of October 12, 2017, along the busy High Street of Kinross, where McCaskill, dressed in a dressing gown, committed a lewd act that shocked local residents and prompted police intervention.

According to court records from Perth Sheriff Court, McCaskill, aged 32 and residing on Kinross High Street, admitted to making eye contact with a 55-year-old woman while she was seated in her car. Subsequently, he lifted his robe to expose himself to her, an act that was witnessed and reported. The court also heard that McCaskill had previously engaged in similar behavior approximately two weeks earlier, on September 30, 2017, at the same location. During that incident, he exposed his naked torso to the same woman and another woman of a similar age, indicating a pattern of inappropriate conduct in the area.

Defense solicitor Aime Allan addressed the court, expressing that McCaskill was genuinely embarrassed by his actions. She explained that his behavior stemmed from a period of reckless conduct, which involved waving at the women and engaging in what she described as a “carry on.” Ms. Allan emphasized that McCaskill had seen both women before and that his initial actions were seemingly harmless but escalated into inappropriate exposure. She acknowledged that his behavior was foolish and that he accepted responsibility but could not provide a clear explanation for his conduct.

Procurator Fiscal Robert Brown recounted that after the second incident, the woman involved drove away and contacted the police. He detailed that McCaskill was seen with his left leg out of his dressing gown, looking directly at the women. He then grabbed the bottom of his robe and exposed his erect penis, an act that caused alarm and led to police reports. The woman, distressed by the encounter, promptly reported the incident to authorities.

During the court proceedings, Sheriff Keith O’Mahony decided to defer sentencing until February 28 to allow for background reports to be prepared. However, he immediately ordered that McCaskill be registered as a sex offender, citing his clear motivation for sexual gratification as evident from the evidence presented. The sheriff’s decision underscores the seriousness with which the court viewed the incidents.

Additionally, McCaskill faced a charge of behaving in a threatening and abusive manner, which involved repeatedly attempting to engage with the two women through staring, waving, and blowing kisses while still dressed in his dressing gown. The court accepted that this charge was not proven, and it was dismissed. The case highlights the troubling pattern of behavior exhibited by McCaskill in Kinross, raising concerns about public safety and the need for strict legal measures to prevent future incidents.
