    Daniel James Hepburn, a man with a troubling criminal history, has once again come under scrutiny for his failure to adhere to the strict regulations of the Sex Offenders’ Register. The authorities revealed that Hepburn neglected to inform police of a change in his residence, despite being homeless at the time, which is a direct violation of the legal obligations placed upon registered sex offenders.

    Hepburn’s criminal record dates back to 2008 when he was convicted of indecently assaulting a young girl in County Durham. The incident involved a schoolgirl who was only 13 years old at the time. Following his release from prison, the 21-year-old found himself living a transient lifestyle, often sleeping rough in public spaces such as parks and even in skips, highlighting his ongoing struggles with homelessness.

    In July of the same year, Hepburn’s troubles with the law escalated when he was arrested for stealing sunglasses from a Boots store located in Durham’s Market Place. His criminal activities led to a five-month jail sentence, which was imposed due to his failure to notify authorities of his change of address and for theft.

    Further details of Hepburn’s past crimes emerged during a court hearing in September 2008. It was reported that Hepburn, then homeless, had been taken in by a local family who showed him kindness by offering food and companionship. Tragically, this act of charity was met with a heinous response. Hepburn, who was at the time 19 years old and residing on Ash Avenue, Sherburn Road, Durham, sexually assaulted a 13-year-old girl in a park. The court heard that Hepburn had approached the girl and her friends, and in a disturbing sequence of events, he groped her and later exposed himself.

    Prosecutor Alexia Zimbler explained that Hepburn had initially met the girl’s family when he was homeless, and they had shown him some compassion. However, on the day of the assault, he encountered the girl and her friends in a park. When she asked for a cigarette and requested a light, Hepburn responded inappropriately, offering her a cigarette in exchange for feeling her chest. The girl declined, but Hepburn proceeded to grope her regardless. After her friends intervened and pulled him away, Hepburn followed her to the play area, where he exposed himself in front of her. The girl later recounted that she closed her eyes during the incident, indicating her distress.

    Hepburn admitted to the charges of indecent assault and indecent exposure in May 2007. His defense, presented by lawyer David Callan, emphasized his young age at the time—17—and his appearance, which made him look younger than his years. The defense also highlighted Hepburn’s tumultuous background, including his mother’s relationship with a new partner met online, which led to the family relocating from Kent to the North East. The move was reportedly fraught with difficulties, culminating in Hepburn being effectively thrown out of his home, leaving him to wander the streets in a Dickensian manner, seeking food and shelter.

    Judge Richard Lowden sentenced Hepburn to a 12-month supervision order, requiring him to participate in a sex offenders’ rehabilitation program. Additionally, Hepburn was ordered to register as a sex offender for a period of five years, underscoring the seriousness of his offenses and the ongoing risk he poses to the community.
