OFFENDER DANA MUSTAPHA JAILED AGAIN FOR BREACHING SEXUAL PREVENTION ORDER

Dana Mustapha, a 34-year-old man from Latchford, Warrington, has been subject to various restrictions and a lengthy prison sentence following a series of disturbing and alarming incidents in the town and its surrounding areas.

These events, involving public indecency, threats, and aggressive behavior, culminated in his conviction on multiple charges and his subsequent imprisonment.

The Warrington Magistrates’ Court imposed a comprehensive criminal behaviour order (CBO) on Mustapha, which effectively bans him from entering all children's play areas across Warrington, including Victoria Park, a popular local recreational spot.

This order is set to remain in effect for four years, aiming to prevent further offences by restricting his movement within key public spaces.

In addition, Mustapha is required to register as a sex offender, with ongoing notification duties that will extend for ten years.

His recent imprisonment stems from a case that involved three counts of exposure, alongside charges of threatening behavior, assault by beating, and harassment—some of which involved causing victims to fear imminent violence.

Mustapha did not admit guilt for these offences, pleading not guilty at the outset.

However, after a trial during which victims were compelled to relive their traumatic experiences through their testimonies, he was found guilty and sentenced.

Prosecutor Angela Blackmore detailed the sequence of incidents that began in September last year, painting a disturbing picture of Mustapha's unprovoked hostile behavior.

She recounted how a man walking his dog along Knutsford Road in Latchford noticed Mustapha walking toward him while shouting threats such as, “I’m going to f**k you up,” which the victim chose to ignore.

Nonetheless, Mustapha continued following the man and persisted in his threats before walking away.

This was not an isolated incident.

On September 6, during another encounter outside the Co-op store on Knutsford Road, Mustapha made threats amid laughter, then shockingly dropped his trousers to expose himself—an act done in front of many schoolchildren present in the area.

Days later, similar harassment practices were repeated, with Mustapha threatening a person’s dog, making homophobic insults, and displaying further indecent exposure.

In one particularly severe episode, when the victim called a friend to confront Mustapha, he responded with violence—kicking, punching, and nearly headbutting the man after being told police were en route.

This victim, in his impact statement, expressed ongoing fear and anxiety, revealing that he no longer felt comfortable walking his dog in the area.

The stress and the sense of threat had escalated to panic attacks, illustrating the profound psychological toll inflicted by Mustapha’s actions.

Another incident in September involved Mustapha exposing himself to a woman on New Road in Latchford, asking her for a cigarette.

Instead of complying, the woman watched in horror as Mustapha removed his penis and engaged in a sexual act in front of her.

Her reaction was to burst out laughing and taunt him about the size of her dogs’ genitals, which caused him to flee the scene, hurt and embarrassed.

Perhaps most shockingly, on an afternoon in Victoria Park, Mustapha was observed at a children’s play area displaying even more disturbing behavior.

The victim, who was there with his toddler stepson, heard strange noises and saw Mustapha singing and talking in a foreign accent.

Recognizing he had been seen, Mustapha pulled down his pants and squatted as if to simulate defecation.

His expression conveyed a sinister eagerness, and his behavior was described as being of “evil excitement,” with attempts to grab or throw what he appeared to have passed.

The police eventually identified and apprehended Mustapha through a social media appeal after this incident.

Throughout his time in the community, Mustapha had also been lurking outside a local business for months, staring through windows at owners and customers, and on multiple occasions, exposing himself intentionally for sexual gratification.

He further engaged in urinating on the street in full view of the same business, damaging property and creating a hazardous environment.

His actions forced the business owner to enhance security measures, cut opening hours, and contemplate selling, citing stress and loss of enjoyment as significant impacts.

Defense lawyer Peter Green argued that Mustapha’s mental health issues made custody challenging and requested a suspended sentence combined with behavioral requirements.

However, this plea was rejected by Chair Magistrate Anthony Graham, who emphasized the severity of the case.

The court sentenced Mustapha to 46 weeks in prison, during which he attempted to negotiate for a lesser term, questioning why he should serve such a lengthy sentence.

In addition to imprisonment, Mustapha was ordered to pay £200 in compensation to the victim he assaulted and was issued a four-year restraining order banning him from contacting or approaching six identified individuals or entering a specific street in Latchford.
