In a case that has drawn significant attention in Sheffield, Colin Norfolk, a 67-year-old man with a troubling history of sexual offenses, has been sentenced to prison following his repeated violations of a court-ordered Sexual Harm Prevention Order (SHPO).

The incident that led to Norfolk’s incarceration occurred in March 2022, when he was found wearing a mini-skirt with no pants in a manner that violated the restrictions imposed by the court.

Norfolk’s history of indecent exposure and related offenses had already resulted in the issuance of the SHPO, which was designed to prevent him from engaging in behaviors that could facilitate public indecency.

During the proceedings at Sheffield Crown Court on March 11, the prosecution outlined how Norfolk had been subject to this order due to his prior convictions.

James Baird, representing the Crown, explained that the SHPO explicitly prohibited Norfolk from wearing clothing that could facilitate the indecent exposure of his genitals in public spaces.

Despite these restrictions, Norfolk repeatedly breached the order, prompting police to intensify their monitoring efforts.

Between February and September of 2020, law enforcement officials faced difficulties in locating and monitoring Norfolk at his residence on Richmond Road.

When he was observed, he often obstructed police efforts to investigate him.

As a result, authorities installed a surveillance camera outside his flat to better track his movements.

The footage captured on this camera proved crucial in establishing his violations.

On one occasion, Norfolk was seen leaving his home dressed in a coat, a hat, and a short, floral mini-skirt that came just above his knees, paired with flip-flops.

When he was taken into custody, police discovered that he was not wearing any underwear, further evidencing his disregard for the court’s orders.

The court also heard that Norfolk was prohibited from possessing devices capable of capturing images without proper authorization, and that he was required to cooperate with police inspections of such devices.

Despite these restrictions, police attended his residence on October 18, 2020, but Norfolk failed to answer the door.

Later, the camera footage showed him leaving the property, confirming his presence during the police visit.

Further surveillance on November 17, 2020, captured Norfolk wearing the mini-skirt that could facilitate indecent exposure.

Following this, police executed a search warrant at his flat, seizing six mobile phones.

Only one of these devices was registered with the police, raising concerns about his attempts to conceal communication tools.

When officers attempted to forcibly enter his residence, Norfolk refused to answer the door.

He later claimed he was getting changed and would have answered if given more time.

Norfolk’s criminal record includes previous convictions for breaches of the SHPO, highlighting a pattern of non-compliance and risky behavior.

He pleaded guilty to four counts of breaching the order—failing to cooperate with police, wearing clothing designed to facilitate indecent exposure, possessing undeclared phones, and refusing to answer police inquiries.

Judge Rachael Harrison addressed Norfolk directly, stating, “Taking the four counts together you exhibited, in my view, a persistent breach.” She emphasized the seriousness of his actions, noting that Norfolk appeared to treat court orders as a game, which only aggravated his case.

The judge also pointed out that his prior convictions made his current breaches even more concerning.

In sentencing, Judge Harrison sentenced Norfolk to two years in prison.

Additionally, he received an eight-week sentence related to the activation of a previously suspended prison term, reflecting the court’s view of his ongoing defiance of legal restrictions and the need for a strong punitive response to his repeated violations.
