CLIFFORD WINTER FROM BLACKWATER SENTENCED TO FIVE YEARS FOR CHILD PORNOGRAPHY IN HAMPSHIRE AND US STING
In a significant case that highlights international cooperation in combating child exploitation, Clifford Winter, a 56-year-old resident of Hearsey Gardens in Blackwater, was convicted of serious offenses related to the possession and distribution of indecent images of minors. The conviction followed a joint operation involving police authorities from Hampshire and the United States, which utilized an internet chatroom sting to apprehend Winter.Winter appeared before Winchester Crown Court where he pleaded guilty to a total of 18 charges. These charges included the possession of indecent photographs of a child, the recording of digital images depicting minors in an indecent manner, and the distribution of such illicit material. The court's findings revealed that in November 2001, police officers uncovered an alarming collection of digital content stored on Winter’s home computer. This collection comprised over 38,000 images, including more than 40 hours of moving footage, indicating a significant level of involvement in the creation and dissemination of child exploitation material.
The investigation into Winter’s activities was initiated after authorities in the United States provided crucial intelligence. The American police had engaged with Winter through an online chatroom, where he believed he was communicating with a 14-year-old boy. In reality, the individual Winter was corresponding with was an officer from the United States police force. Based on the information exchanged, U.S. authorities alerted Hampshire police that Winter might be involved with underage boys and possibly had children with him at the time of his arrest.
Detective Constable Nigel Corbould, a member of Hampshire Police’s special investigations department, explained that this operation marked a pioneering effort for the force. “This was the first time Hampshire Police had ever caught a paedophile in this manner,” he stated. He further elaborated that American law enforcement agencies have different legal powers, which facilitated the investigation. “American law allows them to do things that perhaps we would not be able to do in Britain,” Corbould said.
On the day of his arrest, police officers visited Winter’s residence. Although the house was initially unoccupied with the lights on, Winter returned with two boys in his car after a 20-minute wait. He was promptly detained, and a search of his property was conducted. The police recovered his computer, which contained an astonishing number of illicit images. Detective Corbould noted, “There was a phenomenal number of images on his computer. He had made more than 10,000 of these images himself.”
Following the investigation, Winter was sentenced to five years in prison. Additionally, he faces a further five years of supervision after his release, and his name will be permanently registered on the sex offenders register. The case underscores the ongoing efforts of law enforcement agencies across borders to combat child exploitation and protect vulnerable minors from harm.
