CHARLES FRAYNE, CONVICTED MURDERER FROM CARDIFF, CAUGHT ENCOURAGING 16-YEAR-OLD GIRL INTO PROSTITUTION
In a disturbing case that has shocked the local community, Charles Frayne, a man with a violent criminal past, was found to have been actively involved in encouraging a teenage girl into prostitution within the city of Cardiff.The incident came to light after police responded to reports of illegal activity at a flat rented out for the purpose of soliciting clients.
On April 15, 2021, officers attended a property on Colum Road in Cardiff after being flagged down by a concerned individual who suspected illicit activities were taking place.
When the police arrived at the scene, they found Frayne, aged 46, partially dressed and visibly unsettled, as he answered the door.
His facial expression changed noticeably upon seeing the officers, indicating a possible attempt to conceal something.
At the same time, a young woman appeared at the door.
She provided a false name and claimed to be 20 years old, but her nervous demeanor and trembling suggested otherwise.
Police officers observed open packets of condoms, lingerie, and a notebook containing notes about sexual acts, which further raised suspicions about the nature of the activities occurring inside the flat.
Prosecutor Julia Cox explained that it was evident to the police that some form of sexual activity was ongoing within the premises.
The situation became more suspicious when another woman arrived at the property and referred to the victim by a different name than the one she had given to authorities.
When questioned alone, the young woman admitted to police that she had met Frayne on Snapchat and was actually only 16 years old.
She revealed that Frayne had helped her set up an account on a website linked to prostitution and had provided her with money to facilitate her entry into the sex trade.
The girl also disclosed that she was paying Frayne a portion of her earnings from clients she had obtained.
Frayne had rented the flat through Airbnb for four days, during which he was present while she engaged with clients in another room.
Additionally, he covered her food and taxi expenses, further implicating his involvement.
Charles Frayne, who has no fixed address, was subsequently arrested and charged.
He pleaded guilty to causing or inciting prostitution but claimed he genuinely believed the girl was 20 years old.
His criminal history is extensive, including a life sentence in 1998 for the murder of jeweller Gerry Hales during a robbery in Cowbridge.
Since his release, Frayne has appeared in court multiple times for various offenses, including possession of a bladed article and criminal damage in 2017.
His previous convictions also include perverting the course of justice and inflicting grievous bodily harm with intent.
Following his latest conviction, Frayne has been recalled to prison.
During the sentencing hearing at Merthyr Tydfil Crown Court, Judge Tracey Lloyd-Clarke sentenced him to 10 months imprisonment.
She also imposed a four-year restraining order to prevent any further contact or harassment related to this case, emphasizing the seriousness of his actions and the ongoing threat he poses to the community.
