In a disturbing case that has shocked the Nottingham community, Carl Shipman, a 39-year-old cleaner from Cawston Gardens, Nottingham, has been sentenced to prison after a series of invasive and illegal acts involving covert photography in public toilets at Nottingham train station.

Shipman pleaded guilty to charges of voyeurism and possession of indecent images of children during a court hearing at Nottingham Crown Court on August 29.

The gravity of his actions was further recognized when, on September 30, the judge handed down a six-month prison sentence.

In addition to his incarceration, Shipman was ordered to sign the sex offenders register for a decade and was issued a ten-year Sexual Harm Prevention Order.

This order explicitly prohibits him from possessing any device capable of taking photographs or videos in public places and restricts any unsupervised contact with boys under the age of 16 without parental consent.

The criminal activities came to light through two separate incidents involving young victims at Nottingham train station.

The first incident occurred on February 13, 2018, at approximately 2:30 pm.

A 15-year-old boy was using the male toilets when he noticed an iPhone with its front camera activated being held underneath the cubicle wall, recording him without his knowledge.

The victim reacted swiftly, kicking the phone away and leaving the cubicle.

As he exited, he saw Shipman running away from the toilets, carrying a bag of rubbish, which raised suspicion.

The second incident took place on April 17, 2018, around 6:50 pm.

A 17-year-old male was using the toilets on platform 3 when he observed a phone screen being held under the cubicle door, again recording him secretly.

The young man quickly exited the cubicle and, noticing that the adjacent toilet was occupied, waited outside in an attempt to identify the perpetrator.

Soon after, Shipman emerged from the toilets dressed in his cleaning uniform and headed towards the station concourse.

The victim confronted him multiple times, warning that he had his face on camera, but Shipman ignored these warnings and hurried away.

Following these incidents, the victim reported the matter to station staff, who advised him to contact the police.

British Transport Police officers responded promptly and attended the station.

A cleaning supervisor identified Shipman from the victim’s photographs, confirming his employment as a cleaner at Nottingham station through Interserve.

Subsequently, officers arrested Shipman at his home address and seized his electronic devices, including three mobile phones and a memory card.

Investigations into these devices revealed a disturbing collection of material.

Authorities found photos and videos linked to 140 separate voyeuristic incidents in public toilets, believed to be associated with East Midlands Trains.

In total, 474 still images were recovered from these incidents.

Further analysis uncovered one category C child abuse image on Shipman’s memory card, along with 31 borderline images—content that is not outright illegal but still raises significant concern.

One particularly disturbing image depicted characters from The Simpsons engaging in graphic sexual acts.

During police interviews, Shipman remained silent, replying with a simple “no comment” to all questions posed to him.

His actions and the evidence collected paint a troubling picture of invasive behavior and exploitation, leading to his conviction and imprisonment.

The case highlights the importance of vigilance and the need for strict enforcement of laws protecting individuals from voyeurism and child exploitation in public spaces.
