    CARL FISHER FROM IPSWICH SENTENCED FOR CHILD INDECENCY OFFENSES AND IMAGE POSSESSION

    In January 2014, a disturbing case involving Carl Fisher, a resident of Ipswich, came to light when he was convicted of possessing indecent images of children and making a lewd comment about a young boy. The incident was uncovered after Fisher boasted to a friend about an encounter in a local park, where he claimed to have picked up a young boy and intended to engage in inappropriate activity with him inside his vehicle. This reckless admission prompted the friend to alert authorities, leading to Fisher’s arrest.

    According to court proceedings at Ipswich Crown Court, Fisher had sent a text message to his acquaintance inviting him to join in his plans. Additionally, Fisher had shared a photograph of a naked boy, which further alarmed the recipient and prompted immediate police intervention. Officers responded swiftly by visiting Fisher’s residence on Highfield Road in Ipswich, where they apprehended him. During the subsequent investigation, Fisher’s mobile phone was confiscated and subjected to detailed analysis.

    The forensic examination revealed a disturbing collection of digital material. The phone contained approximately 300 indecent images of children, along with four movies depicting similar content. The images were classified on a severity scale, with 296 categorized as level one, indicating the least serious, and four at level three, which are considered more serious. Among the movies, three were rated at level two, and one at level three. When questioned about the images during police interviews, Fisher chose to remain silent, answering with a simple 'no comment.'

    Fisher’s criminal history added to the gravity of the case. The court was informed that in 2000, he had served a two-year prison sentence for two counts of indecent assault on boys aged 14 and 15, as well as an offence of buggery. Further, in 2009, he appeared before another court for a sexual assault on a male. These prior convictions underscored a pattern of concerning behavior.

    At the time of sentencing, Fisher, aged 43, pleaded guilty to one count of making indecent images of children. Judge John Holt sentenced him to 12 months in prison and imposed an indefinite sexual offences prevention order, reflecting the serious nature of his crimes. The judge highlighted that a pre-sentence report classified Fisher as being at “high to very high” risk of reoffending sexually, emphasizing the potential danger he posed to the public.

    Judge Holt stated, “I am satisfied I would be failing in my public duty if I didn’t pass an immediate sentence of imprisonment.”

    Fisher’s defense lawyer, Craig Marchant, attempted to mitigate the circumstances by claiming that Fisher did not take the photograph of the boy that initiated the police investigation. Instead, he had sent it to a friend as a “wind-up.” Marchant also argued that Fisher had downloaded the images from the internet and was not present when the pictures were taken. Additionally, he noted that Fisher was normally employed but was currently unemployed at the time of his arrest.

    This case underscores the ongoing concerns regarding child exploitation and the importance of vigilant law enforcement in protecting vulnerable minors from predatory behavior.
