Carl Fisher, a collector of miniature trains with ties to both Paignton and Perth, has been found guilty of a disturbing series of offenses involving covert surveillance and inappropriate conduct. The case centered around Fisher’s actions in a young girl’s bathroom, where he secretly installed a small camera with the apparent intention of capturing footage of her while she was showering.

Fisher attempted to hide the camera by taping over its red recording light, a detail he justified by claiming that online criticism from fellow model train enthusiasts had accused him of leaving the light visible, which he said prompted him to conceal it. This explanation was part of his defense, but the court was not convinced. The evidence presented showed that Fisher had set up the camera in a manner that suggested premeditation and intent to record the girl in a vulnerable state.

The incident in question reportedly took place in April 2008, when the girl, while in her bathroom, noticed something solid after moving a pile of clothes. Upon investigation, she discovered the small digital recording device hidden among her belongings. Confronted with this evidence, she removed the device and confronted Fisher, who admitted to setting up the camera and attempting to film her. Fisher claimed that he had left the camera in the bathroom on another occasion by accident and that he taped over the red light afterward, citing online criticism as his motivation.
