CAMBRIDGE SEX OFFENDER SENTENCED TO 18 YEARS FOR CHILD ABUSE AND ONLINE CRIMES
A sex offender who engaged in serious sexual offenses against minors has been sentenced to a significant prison term.Billy Ingram, aged 31, exploited his status as a registered sex offender to gain unsupervised access to children in Cambridge, where he befriended families and manipulated their trust.
In August 2022, Ingram identified a woman he knew walking with her children; he approached her and followed her home, gaining entry with her permission, which was later exploited to carry out further crimes.
During their interactions, he sat next to her young son and allowed the boy to play on his mobile phone, before sexually assaulting him.
The child confided in his mother weeks later, leading to Ingram’s arrest and subsequent investigation.
Authorities uncovered that Ingram had fraternized with multiple families in Cambridge, breaching the terms of a Sexual Harm Prevention Order imposed on him in 2017.
Digital analysis revealed Ingram had hundreds of indecent images and videos of children on his mobile devices, including footage of him abusing a young boy.
Identification was confirmed after officers located a video showing Ingram sexually abusing a boy, and they confirmed he had stayed at the child's residence in Greater Manchester at the time of the recording.
Additional investigations revealed that Ingram had contacted another young boy online in 2020, persuading him to send indecent images.
Ingram pleaded guilty to multiple charges, including two counts of sexual assault of a boy under 13 by touching, four counts of possessing indecent images of children, one count of inciting a boy under 13 to engage in sexual activity, and four breaches of his Sexual Harm Prevention Order.
On July 22, at Cambridge Crown Court, he was sentenced to 18 years in prison, with an additional eight years on license.
A lifelong Sexual Harm Prevention Order was also issued.
Detective Constable Paul Evans commented on Ingram's manipulative behavior and praised the bravery of the children involved, stating, "Ingram is a devious sex offender who befriended families and manipulated his way into their homes specifically so he could prey on their children.
I’d like to commend all the children involved who assisted us with the investigation and their families.
Their bravery in talking about what happened to them has resulted in Ingram being brought to justice."
