    BILL STARLING AND ALAN PRESCOTT'S HORRIFIC CHILD ABUSE IN BASILDON AND HORNCHURCH REVEALED

    In a disturbing revelation that has shocked the community, paedophile Bill Starling, a resident of Rantree Fold in Basildon, was found guilty of a series of heinous crimes involving the sexual abuse of children at two separate care homes located in Hornchurch and Basildon. The investigation, which spanned across the nation, uncovered evidence indicating that Starling had inflicted harm upon at least 70 vulnerable young victims during his years of offending.

    Detective Chief Inspector Danny O’Malley, who led the extensive operation to bring Starling to justice, explained that many of the victims were so emotionally scarred by their experiences that they were unable to testify in court. The case also implicated Starling’s former supervisor, Alan Prescott, a man who was sentenced to two years in prison for his role in the scandal. Despite his incarceration, Prescott, aged 62, was released from court because of the time he had already served in custody.

    Starling, aged 74, was convicted on 19 counts, which included two counts of rape. His crimes spanned over two decades and involved ten girls and one boy, with the abuse taking place at the St Leonard’s care home in Hornchurch and the Greensteads home in Basildon, where he was in a position of authority. Both of these institutions have since been shut down. The court heard that Starling’s offenses included acts of rape, buggery, and indecent assault, committed against children as young as five years old.

    Following the convictions, law enforcement officials and social services have issued appeals to thousands of individuals who were placed in the care of Tower Hamlets Council, which managed both homes, from 1965 onwards. Specially trained detectives are now actively seeking to identify and contact other potential victims who may have been affected during that period.

    In a related case, Alan Prescott, a former assistant director of social services, a magistrate, and a Labour councillor, was sentenced to two years in prison after admitting to indecently assaulting four boys in his care between 1970 and 1980. Prescott, who was described at the Old Bailey as a “pillar of his local community,” was also the superintendent of a children’s home in Tower Hamlets during that time. His misconduct involved fondling boys aged 15 to 19 while they were in bed.

    Prescott’s criminal history further includes his tenure as assistant director of social services in Tower Hamlets and later as chief executive of Toynbee Hall, a charitable organization. His arrest in August of the previous year uncovered a pattern of abuse that spanned over three decades. The court proceedings also revealed that Prescott’s colleague, William Starling, was jailed for 14 years in April for similar offenses, including two rapes, on children at St Leonard’s and The Greensteads homes.

    Additionally, the case against Haydn Davies, aged 62 from Plymouth, was halted after police lost critical video evidence from victims, which was essential for the trial. The judge ruled that without this evidence, Davies could not be guaranteed a fair trial. The investigation, known as Operation Mapperton, uncovered a harrowing account of systematic child abuse at the homes, with an estimated 70 children potentially affected during the years Prescott, Starling, and Davies were involved.

    Detective Inspector Daniel O’Malley emphasized that the investigation remains ongoing, and authorities continue to seek out victims and witnesses to ensure justice is served for all those affected by this dark chapter in the history of these care institutions.
