    BILHA MAIDER KHAN SHOCKS GWENT AND SWINDON WITH SEXUAL MISCONDUCT AT PONTYPOOL AND CWMCAREN SCHOOLS

    In a serious case that has sent ripples through the educational communities of Wales and beyond, Danish-born teacher Bilha Maider Khan, aged 31, has been found guilty of professional misconduct related to inappropriate behavior and sexual remarks directed at pupils during his tenure at two schools in Gwent. The incidents, which spanned over a period from September 2004 to March 2005, involved disturbing allegations of misconduct at Cwmcarn High School and West Monmouth School in Pontypool, as well as subsequent investigations that linked him to inappropriate communications with a minor in Swindon.

    During the proceedings, the General Teaching Council for Wales's professional conduct committee examined the evidence against Mr. Khan, who had previously denied all allegations. The committee's findings confirmed that he had made sexual and other inappropriate remarks to students, including comments related to drug use, while teaching at Cwmcarn High School. These remarks created an environment of concern and discomfort among pupils and staff alike.

    The most serious allegation involved an incident at West Monmouth School in Pontypool, where it was established that Mr. Khan engaged in an inappropriate relationship with a female student. This relationship culminated in a kiss in a science classroom, an act that was deemed highly unprofessional and unacceptable. The investigation into this matter was initiated after a complaint was lodged, which revealed that Mr. Khan had contacted the student through multiple emails, attempting to rekindle or maintain contact. One email, in particular, included a provocative remark, asking the girl to guess his identity, with a suggestive hint: “you had a snog off me.”

    Although the Crown Prosecution Service chose not to pursue criminal charges, the case was thoroughly examined by the Gwent Police in 2008. The police investigation uncovered that Mr. Khan had engaged in email exchanges with the student, raising serious concerns about his conduct. The emails included references to a “snog” and a science room, details that the student later confirmed to police as part of the incident.

    During the hearing, Mr. Khan maintained that the allegations were false and that the investigation conducted by the schools was flawed. He argued that pupils had collaborated on their statements, which compromised the integrity of the evidence. He also claimed that a learning support assistant, Diane Street, misinterpreted one of his remarks, which was about a pupil being “stressed because she isn’t getting it.” Mr. Khan described the allegations as “malicious falsehoods” and criticized the investigation process, asserting that it lacked proper procedures.

    The committee acknowledged that the school's investigation was not conducted according to best practices, noting that pupils were allowed to discuss their evidence before formal statements were taken. Despite this procedural flaw, the committee found that there were consistent themes in the pupils’ testimonies and that Mrs. Street’s account was credible. Conversely, the committee did not find the testimony of Jay Vadagama, a former friend of Mr. Khan, to be reliable. Vadagama claimed to have sent four of six emails to the West Monmouth pupil after being permitted to use Mr. Khan’s computer, but he later admitted to inventing details such as the “snog” and “science room” references.

    Further background revealed that Vadagama had a criminal record, including six counts of theft in 1999 and 2000, which resulted in a three-month sentence at a young offenders’ institution. His credibility was questioned during the proceedings.

    At present, Mr. Khan is employed at a specialist educational unit in Swindon, but the committee concluded that his conduct fell significantly short of the professional standards expected of a registered teacher. The verdict underscores the gravity of his misconduct and highlights the importance of safeguarding standards within the teaching profession, especially in relation to the protection of vulnerable students in Wales and across the UK.
