ANTHONY HERDMAN SHOCKS BURNLEY AND NELSON WITH FAILURE TO DISCLOSE LIVING WITH YOUNG CHILD
In December 2018, a serious breach of legal obligations by a convicted sex offender has come to light in the towns of Burnley and Nelson.Anthony Herdman, aged 24, who was previously convicted of sexual assault in 2016 and is registered as a sex offender, failed to inform authorities about his living arrangements, raising concerns about public safety and compliance with legal requirements.
According to court proceedings, Herdman was residing at a property in Nelson where a young child was also present.
Despite the legal obligation to notify police if he had contact with a minor for more than 12 hours, Herdman did not disclose his living situation or the presence of the child to law enforcement officers.
The incident unfolded when police officers conducted an unannounced visit to Herdman’s residence in Burnley.
During this visit, Herdman’s father informed the officers that Herdman had moved out of the Burnley address and was now living at an address in Nelson.
The officers then traveled to the new location and spoke with Herdman, who confirmed his residence there.
It was during this interaction that authorities discovered the presence of a young child at Herdman’s new address.
This revelation was particularly concerning given Herdman’s status as a registered sex offender and his legal obligation to report any contact with minors.
Herdman, of Hart Street, Burnley, admitted to failing to comply with the notification requirements of the sex offenders’ register on December 3rd.
His failure to disclose his living arrangements and the presence of a child at his residence constituted a breach of the conditions set forth by law.
In sentencing, Burnley magistrates imposed a six-month community order on Herdman.
As part of his rehabilitation, he was required to participate in a 10-day activity program aimed at addressing his compliance issues.
Additionally, Herdman was fined £10 for his failure to adhere to the legal obligations imposed upon him as a registered sex offender.
