    ANTHONY BURKE SENTENCED IN PENARTH AND CARDIFF FOR SEXUAL ABUSE AT CARDIFF CARE HOME

    In a case that has spanned over two decades, Anthony Burke, a resident of Lavernock, Penarth, faced the consequences of his past actions when his appeal against his convictions was recently dismissed by the Court of Appeal in London. Burke, a father of three, was initially convicted in December 2001 following a comprehensive three-week trial at Cardiff Crown Court, where he was found guilty of multiple charges related to the sexual abuse of teenage boys at a Welsh care facility.

    The offences took place at the Penhill Assessment Centre located on Cathedral Road in Cardiff, where Burke was employed during the early 1970s. The victims, all teenagers aged between 13 and 17 at the time, recounted how Burke befriended them, engaged in indecent acts, and committed serious sexual offences while they were under his care. The court heard that these abuses occurred over a period when Burke was working as a staff member at the centre, which was responsible for the welfare of vulnerable youths.

    Burke’s conviction was based on the testimonies of three former pupils who described how he had touched them inappropriately and engaged in sexual acts. These allegations surfaced during the trial, which was conducted under strict legal restrictions that prevented the media from reporting details at the time. The jury found Burke guilty of two counts of indecent assault and three counts of more serious sexual offences. However, one of his convictions, related to a third teenager, was deemed unsafe by the court and was subsequently quashed.

    Throughout the proceedings, Burke maintained his innocence, denying all allegations, including two additional charges involving a fourth complainant. The prosecution, led by David Essex Williams, emphasized that the victims, now men, claimed Burke had abused them while they were in his care. The court also considered the possibility that some of the testimonies might have been motivated by financial gain, as the victims had spent brief periods at Penhill after minor offences or truancy.

    One victim recounted an incident where Burke, after the boy ran away and returned late at night, bathed him and then inappropriately touched him. Another described how Burke, initially sympathetic, would touch him while he was naked, especially when he had issues like bedwetting. These accounts painted a disturbing picture of the abuse that took place during Burke’s tenure at the centre.

    Prior to his employment at Penhill, Burke was a music student in Cardiff for four years and later worked as an unqualified supply teacher in the Rhymney Valley and at Lady Mary High School in Cyncoed, Cardiff. He left the teaching profession when the school replaced unqualified staff with qualified teachers, citing a desire to travel as his reason for leaving. Burke’s past was scrutinized during the trial, but the judge, Peter Jacobs, acknowledged that Burke had no previous convictions and had since moved on with his life, marrying and raising three children over the past 15 years.

    In delivering his sentence, Judge Jacobs emphasized the societal context of the time, noting that children in such circumstances were often reluctant to report abuse, and their claims were frequently dismissed or disbelieved. Burke was ordered to remain on the sex offender register for life, reflecting the severity of his crimes and the ongoing concern for public safety.
