    In a case that has shocked the local community, Andrew Charles Moisan, aged 46, has been sentenced to four and a half years in prison after being found guilty of multiple serious sex offences and the production of indecent images of minors. The crimes took place in and around the Portland area, with the investigation revealing disturbing details about Moisan's actions and the extent of his illegal activities.

    Moisan, a resident of Goldcroft Road in Weymouth, was brought before Dorchester Crown Court to face charges that included three counts of indecent assault, one count of sexual assault, and twenty charges related to the creation and possession of indecent images of children. The evidence presented indicated that these images and videos amounted to more than 500 in total, depicting young girls in various states of undress and engaging in sexually explicit acts.

    The prosecution, led by Desmond Duffy, outlined that the assault charges stemmed from incidents in 2003 and 2005, during which Moisan allegedly manipulated a teenage girl’s clothing to take photographs of her. It was acknowledged that Moisan accepted that he may have inadvertently touched her breasts during these incidents, but he admitted that his actions were without her consent. The court heard that these assaults left the victim deeply traumatized, suffering from nightmares and a loss of trust that continues to affect her.

    The discovery of the indecent images was made in March of the previous year when Moisan’s then-wife, Kamala, grew suspicious of his computer activity. She searched his laptop bag and found a CD containing a slideshow of images featuring young girls, whom she believed to be around 15 or 16 years old. Upon further investigation, she uncovered additional images of even younger girls, some believed to be under 15. Concerned and distressed, she reported her findings to the police.

    Law enforcement officials responded swiftly, seizing Moisan’s laptop, a desktop computer from his residence in Portland, and another computer from Bovington Army Camp, where he was employed as a dog handler. Authorities also confiscated a camera, CDs, and disks. Analysis of the digital material revealed a disturbing collection of 509 indecent images and videos, with 280 of these featuring the same girl who was the victim of the assaults. One particular photograph showed a hand on the girl’s breasts, which Moisan admitted during police interviews was his own.

    The victim, who was only 14 at the time of the abuse, provided a heartfelt statement read out in court. She described suffering from severe nightmares and panic attacks, and expressed difficulty trusting others, attributing these feelings directly to Moisan’s abuse. She emphasized that her recovery would be a long process, and that her sense of safety and confidence had been profoundly damaged.

    During sentencing, Judge Christopher Harvey Clark did not hold back in condemning Moisan’s actions. He described the defendant as a ‘disgusting’ and ‘repulsive’ paedophile, emphasizing the gravity of his crimes. The judge pointed out that Moisan’s computer contained sexually explicit images of girls as young as ten years old, and he condemned the covert nature of the offences, which had caused significant psychological harm to the victim.

    In addition to the prison sentence, Judge Harvey Clark imposed an indefinite Sexual Offences Prevention Order, aiming to prevent Moisan from reoffending. He remarked on the lasting shame and disgrace that would follow Moisan, stating that the public exposure of his crimes would likely haunt him for a long time.

    Detective Constable Natasha Lawrence, from the Weymouth Child Abuse Investigation Team, expressed her satisfaction with the outcome and praised the bravery of the victim for coming forward. She highlighted the complexity of the case and reaffirmed the police’s commitment to protecting children and bringing offenders to justice, emphasizing that such crimes will be met with the full force of the law.
