    ANDREW CARTER FROM STOCKTON ESCAPES JAIL AFTER CHILD PORNOGRAPHY DISCOVERY IN HIS HOME

    In a case that has sent shockwaves through the Stockton community, Andrew Carter, a 20-year-old resident of the town, was found to be in possession of nearly 350 indecent photographs of children on his personal computer. The discovery was made during a coordinated international police operation aimed at tackling online sexual offences involving minors.

    On a recent court date, Carter was sentenced to a suspended prison term after he pleaded guilty to multiple charges related to the possession and creation of child pornography. The court heard that between November 2005 and June of the following year, Carter had been involved in downloading and storing these illicit images. Specifically, he admitted to 16 counts of producing indecent images and possessing a total of 326 such photographs.

    The investigation into Carter’s activities was initiated after authorities in Canada tipped off UK police about suspicious online behaviour. Canadian law enforcement agencies had been monitoring internet chat rooms known as KiddiePix and KiddieVids, which are notorious for facilitating the exchange of illegal material involving minors. Undercover officers posed as users within these chat rooms, tracking suspects across various countries. Their efforts culminated in identifying Carter, who was logged into the chat room under the pseudonym Jenna.

    On June 28 of the previous year, authorities traced the online activity back to Carter’s residence on Durham Road, where he shared a home with his family. The police executed a search warrant, seized his computer, and subsequently arrested him. During questioning, Carter admitted to downloading images depicting teenagers as well as much younger children engaged in sexual acts.

    In court, Rupert Doswell, representing Carter, highlighted that probation officers classified him as a medium risk of reoffending. He argued that with proper treatment, Carter’s chances of reoffending could be minimized. The court was also informed that Carter’s previous criminal record was clean, and that he had no prior convictions.

    Judge Peter Armstrong, presiding over the case at Teesside Crown Court, decided to impose a sentence that included a six-month detention in a young offenders’ institution, suspended for two years. The judge emphasized that although the offences crossed the threshold for immediate custody, the relatively moderate number of images and Carter’s lack of prior convictions influenced his decision. Additionally, Carter was ordered to undergo two years of probation supervision, complete a nine-month internet sex offenders’ treatment program, and was mandated to sign the sex offenders’ register for seven years.

    Furthermore, Carter was prohibited from working with children for a period of five years and was banned from having unsupervised contact with anyone under the age of 18. An order was also issued preventing him from owning a computer or similar devices that could facilitate access to such material. Judge Armstrong concluded by acknowledging Carter’s insight into his problem, stating, “It is just possible to avoid an immediate custodial sentence,” given the circumstances and the steps he was required to undertake.
