The order, which was granted for a period of five years, aims to restrict McConnell’s interactions and movements to prevent any potential harm to children.Winston McConnell, aged 56 and currently residing on Eblana Street in Belfast, has a criminal history that dates back over a decade. He was previously convicted of raping a schoolgirl in Coleraine and indecently assaulting her on three separate occasions in October 1998. His past actions have left a lasting scar on the victim and have prompted authorities to take stringent measures to mitigate any future risks.
The Belfast Magistrates’ Court, which heard the case last Tuesday, was informed that police had requested the new restrictions due to concerns that McConnell might still pose a threat to the public, particularly to children. Although specific reasons for the police’s application were not disclosed during the hearing, it is understood that such measures are often sought when an individual approaches the end of their period on the sex offenders’ register, especially if there are ongoing concerns about their potential to reoffend.
The imposed order explicitly bans McConnell from working in environments where children are present, such as parks, leisure centres, and schools. It also restricts him from entering or being near any locations where children are likely to gather, thereby reducing opportunities for contact. Furthermore, the order prohibits him from establishing or maintaining any relationship with individuals under the age of 16 without prior approval from social services or his designated risk manager, a person appointed to oversee his compliance and safety.
Additionally, McConnell is not permitted to carry children in a vehicle unless he has obtained explicit consent from social services or his designated risk manager. These restrictions are designed to closely monitor his activities and prevent any circumstances that could lead to harm.
