Wilfred Mosira, a 37-year-old man from Oxford, has been returned to prison just days after being released from HMP Bullingdon, which is located near Bicester.

His latest incarceration stems from incidents following his recent release, highlighting ongoing issues related to compliance with license conditions.

Mosira was released from prison on June 23.

As a convicted sex offender, he was legally required to notify the police about his new address within three calendar days of moving.

This obligation is part of the statutory conditions for sex offenders, meant to ensure public safety through timely law enforcement notification.

However, during a hearing at Oxford Magistrates Court held on Thursday, June 29, it was revealed that Mosira had misunderstood the nature of the notification deadline.

His attorney, Charlie Moss, explained that Mosira believed the three-day window meant three working days, not three calendar days.

Because Mosira was released on a Friday, he assumed he had until the following Wednesday—three working days—to register his new address with the police.

Unfortunately for him, this was not the case, and he failed to meet the actual deadline.

The situation escalated on Tuesday, June 27, when the police were called to a Co-op store located in Abingdon.

The incident occurred after Mosira argued with a store employee when his bank card was declined.

Prosecutor Liz Tweed stated that during the altercation, Mosira 'pushed' the store assistant.

He was subsequently found outside the shop, arrested by officers, and taken into custody.

He remained in detention until his court appearance on Thursday.

At the hearing, Mosira pleaded guilty to two charges: breach of sex offender notification requirements and common assault.

His solicitor, Charlie Moss, highlighted his client's misunderstanding about the notification deadline.

Despite this, the magistrates considered his actions sufficiently serious to warrant a custodial sentence.

The magistrates, led by chairman Jon Kearsey, sentenced Mosira to four weeks in prison.

Kearsey also pointed out that Mosira had previously been given a month’s imprisonment earlier in the same year for similar breaches, reflecting a pattern of non-compliance.

In addition to the prison term, Mosira was ordered to pay a fine of £50 in compensation for the assault incident.

These combined penalties underscore the authorities’ stance on enforcing strict adherence to legal obligations and maintaining public safety in Oxford, Bicester, and surrounding areas.
