VICTOR BALFOUR AND SHOCKING CRIME IN OXFORD AND WEYMOUTH
This image shows Victor Balfour, a convicted sex offender, who was sentenced to 20 months in prison yesterday for repeatedly accessing library computers in violation of a court order. The 68-year-old was granted temporary release on bail by Oxford Crown Court Judge Ian Pringle QC just days prior to his visit to a public library in Weymouth, Dorset, where he requested permission to use the library’s computers.
Despite a clear and stern warning from Judge Pringle, Balfour’s actions demonstrated blatant disregard for the court’s directives.
The judge had previously issued a sexual harm prevention order, explicitly prohibiting Balfour from using any computer unless his internet history was saved for monitoring purposes.
Yet, it emerged that Balfour had disregarded these restrictions, leading to his latest detention.
Records presented to the court revealed that Balfour had used the computers at Weymouth Library on three separate occasions during December and January, all while he was on a four-month deferred sentencing arrangement.
His repeated breaches of the court order, especially after his recent release, underscored a continued pattern of non-compliance and a lack of regard for legal boundaries.
During the sentencing hearing, Judge Pringle expressed his firm stance, stating: “I am quite satisfied you were fully aware of what you were doing.” The severity of the punishment reflects the court’s concern over Balfour’s failure to adhere to restrictions designed to prevent further harm.
Following his sentencing, Thames Valley Police released Balfour’s custody photograph to the public, highlighting the continued oversight and monitoring of individuals with histories that pose public safety concerns in the Oxford area.
This case underscores ongoing efforts by law enforcement and judicial authorities to enforce court orders and ensure public protection against repeat offenders.
