TOM SIMONS EX-ESSEX POLICE CHIEF SUPERINTENDENT DISMISSED OVER SEXUAL MISCONDUCT IN ESSEX

Tom Simons, who previously held the position of chief superintendent within Essex Police, has been dismissed from his role without prior notice following a disciplinary hearing that uncovered serious allegations of sexual misconduct.

The hearing concluded that Simons engaged in inappropriate sexual behavior without obtaining consent, violating the standards expected of a police officer.

It was revealed that he exploited his authoritative position to pursue sexual interests with a colleague, an act that breaches both ethical and professional boundaries.

Furthermore, evidence showed that Simons exhibited sexually charged conduct towards two other colleagues at work, behavior that created an uncomfortable and hostile environment within the police force.

In addition to these misconduct issues, it was found that Simons failed to disclose a personal relationship with a colleague when he was legally required to do so.

This omission further compounded concerns about his integrity and transparency as a law enforcement officer.

Essex Chief Constable Ben-Julian Harrington publicly addressed the case, emphasizing the force’s zero-tolerance policy towards sexual misconduct.

Harrington stated, 'There is simply no place in policing for people who think, wrongly, that they can get away with sexual misconduct.' His comments underscored the police force’s commitment to maintaining high standards of conduct and accountability.

The Independent Office for Police Conduct (IOPC) played a crucial role in investigating the allegations.

Despite receiving warnings about Simons’ inappropriate behavior, he continued to act inappropriately, which prompted the force to refer the case to the IOPC in March 2022.

Following the referral, Simons was suspended from duty as a thorough investigation was conducted.

Although the case was forwarded to the Crown Prosecution Service (CPS), no criminal charges were ultimately filed against him.

Nevertheless, the investigation confirmed that Simons had committed gross misconduct, leading to his immediate dismissal from the police force.

As part of the disciplinary outcome, Simons was placed on the College of Policing barred list, effectively banning him from joining any other police force within the United Kingdom.

Harrington expressed appreciation for the witnesses who came forward with their accounts, highlighting the police force’s dedication to eradicating such behavior regardless of an officer’s rank.

Emily Barry, director of the IOPC, commented on the broader implications of the case, stating that when officers misuse their authority for sexual gains, it severely damages public trust in law enforcement.

She emphasized that Simons’ actions are not only unacceptable but also detrimental to the reputation of the police, undermining the integrity of the entire force and its commitment to serving the community in Essex and beyond.
