According to court proceedings, Bowen had engaged in online communications with what he believed was a 14-year-old girl. Over the course of these interactions, which took place between July 4 and July 26, 2019, he attempted to establish contact with the minor through various communication technologies. The intent behind these exchanges was clearly aimed at facilitating sexual exploitation, a fact that was confirmed during the court hearing.

The situation escalated on July 26, 2019, when Bowen traveled to Cork city and met at Costa Coffee café in Bishopstown. He arrived with the apparent intention of meeting the girl in person, with the alleged purpose of engaging in sexual activity. The court was informed that Bowen's actions were part of a planned attempt to commit sexual assault, which was thwarted by the sting operation.

However, during the court proceedings at Cork Circuit Criminal Court, it was revealed that Bowen was not actually communicating with a minor. Instead, he was in contact with a group of 'paedophile hunters' who had set up the sting to catch individuals attempting to exploit minors. This revelation significantly altered the perception of the case, although Bowen still faced serious charges.

Bowen was formally charged with two counts: first, for attempting to communicate with a child via electronic means for the purpose of sexual exploitation, and second, for attempting to meet the minor with the intent of engaging in sexual assault.
