HERTFORDSHIRE POLICE OFFICER THOMAS HARTILL INVOLVED IN STALKING AND SEXUAL MISCONDUCT CASES IN LONDON

Thomas Hartill, a former detective constable from Hertfordshire, has been found guilty of serious misconduct involving stalking and sexual offenses, with his actions taking place during his tenure with the Metropolitan Police in London.

Hartill, aged 37 and residing on Station Road in Harpenden, previously served in a safeguarding unit that worked directly with victims of stalking and abuse.

His background also includes a career in the performing arts, where he appeared in notable West End productions such as As You Like It, Jekyll and Hyde, and The Intruder.

Despite his theatrical success, his recent conduct has cast a shadow over his professional reputation.

On Thursday, March 14, at Highbury Magistrates' Court, Hartill pleaded guilty to one count of stalking.

This conviction followed a series of disturbing incidents that came to light after he was already found guilty of sexual misconduct at a Metropolitan Police tribunal two months prior.

The court proceedings revealed a troubling pattern of behavior that extended beyond his official duties, raising questions about his conduct both as a police officer and as an individual.

Prosecutor Martin Edwards detailed the case, explaining that Hartill met a female teacher through a dating app in July of the previous year, while he was still actively serving as a police officer.

The relationship lasted for several weeks, but ultimately the woman decided to end it.

However, Hartill refused to accept the breakup and continued to pursue her relentlessly.

Despite her blocking his number, he persistently messaged her and even exchanged phones in an attempt to maintain contact.

His stalking behavior escalated when he appeared at a bus stop where she was waiting to go home from work on July 30, and again on September 7, the court heard.

The victim, in her impact statement, expressed her growing anxiety and fear caused by Hartill’s actions.

She stated, “I'm incredibly anxious and nervous about him.

Especially as there was a six-week break away.

His behaviour is making me feel nervous.

The persistent messaging is distracting and concerning...

I am on edge and nervous all the time.

It makes me feel incredibly unsafe.” Her words underscored the emotional toll and sense of vulnerability she experienced due to his relentless stalking.

During the hearing, Hartill’s defense lawyer, James O'Donnell, conveyed that his client had shown remorse for his actions.

The court was advised to consider all options, including a probation report, before sentencing.

The chair of the court, Amanda Gibbons, granted Hartill bail on the condition that he refrains from any contact with the victim.

Hartill responded with a stammer, “I have no reason to,” when asked if he would comply, and the court warned him that any breach of this condition could result in imprisonment.

Hartill’s criminal case follows his resignation from the Metropolitan Police in January 2024, just before a misconduct hearing was scheduled.

During the tribunal, the victim appeared visibly upset and confided in a friend that she believed she had been sexually assaulted the night she met Hartill.

The incident involved a Tinder date, where they initially met after exchanging messages on the app.

The victim recounted that they shared a kiss on a bench, but she refused to engage in sexual activity when Hartill placed her hand on his penis.

Despite her objections, he repeated the act.

Later, during a drive in her car, Hartill exposed himself and made an inappropriate comment, saying “Go on,” without her consent.

The victim also testified that Hartill repeatedly tried to steer their conversations toward sexual topics, despite her desire for a long-term relationship.

Hartill, in his defense, claimed that the victim had sent bikini photos and a nude image, but the panel found that he likely accessed the bikini photos from her Facebook account and could not verify the authenticity of the nude image, as her face was cropped out.

The tribunal was convinced by the victim’s account that Hartill had placed her hand on his penis twice without her consent and had exposed himself in the car.

The emotional impact on the victim was significant; she revealed that she now experiences a “freeze” response whenever she hears police sirens and has begun therapy to cope with the trauma caused by Hartill’s actions.

In its verdict, the panel concluded that Hartill’s conduct was deliberate, repeated, and driven by a desire for sexual gratification.

Had he not already resigned from the police force, the panel stated he would have been dismissed for gross misconduct.

The findings highlight the breach of trust and abuse of authority involved in his actions.

Following his conviction, a Metropolitan Police spokesperson confirmed that Hartill, as a former officer working in a safeguarding capacity, would have had direct contact with victims of stalking offenses.

Chief Superintendent Sara Leach, overseeing the North West Policing Command, expressed her disappointment, stating, “There is no excuse for the actions of this officer.

In his former role as a police officer, he would have been aware of the devastating consequences of stalking, therefore this makes his offending all the more disappointing.

PC Hartill has been dismissed from the Met and he has been added to a barred list, held by the College of Policing, which means he cannot be employed by a police force again.” Hartill’s sentencing is scheduled for April at the same court, where the full extent of his misconduct and its repercussions will be formally addressed.
