TERRY MALKA POLICE OFFICER FROM LONDON CAUGHT MASTURBATING ON TRAIN FACES DISCIPLINARY ACTION
In December 2018, a serving police officer from London, PC Terry Malka, found himself at the center of a serious misconduct case after being caught engaging in inappropriate behavior aboard a train.The incident took place on a First Class carriage, where Malka was observed pleasuring himself by station staff, leading to a series of legal proceedings and disciplinary considerations.
According to court reports, PC Malka, aged 33, attempted to conceal his actions by using a headrest cover to hide his genitals when he was spotted by railway employees.
The incident occurred during the evening hours, specifically on the 21.56 train traveling from East Croydon to Horsham.
Witnesses on the train reported that Malka appeared to be under the influence of alcohol when they approached him.
After he was seen falling asleep in the train's toilet, he continued his journey towards Gatwick, having been advised that no further trains were available to take him back to East Grinstead.
Station staff on the platform later observed Malka in the act of masturbating inside the First Class carriage.
They promptly alerted the train crew, who then approached him as he exited the train.
Malka was removed from the train and police were called to the scene.
Prosecutor Edward Hand detailed that around 22.55, a railway employee looked into the carriage and saw Malka in a slouched position with his legs apart, using a seat headrest cover to conceal his actions.
Another staff member confirmed seeing him still engaged in the act when they looked inside the train.
Malka attempted to cover himself with the headrest cover when noticed by staff, and despite being asked to stop, he continued his behavior.
The train staff also observed him vaping, which could have triggered the smoke detectors onboard.
As the train traveled between Three Bridges and Gatwick, witnesses reported that Malka reached for another headrest cover from a different seat, indicating ongoing misconduct.
Upon reaching Gatwick, police arrested him.
Following his arrest, PC Malka was interviewed by police on January 24 of the following year.
During the interview, he chose to give a prepared statement after viewing CCTV footage from the platform and inside the train.
In his statement, he admitted that his behavior was out of character and claimed to have no recollection of the journey or the staff involved.
He also referenced previous sexual activity with his girlfriend while asleep, suggesting he believed his actions might have been related to that.
Legal proceedings took place at Lewes Crown Court, where the court heard that Malka was suffering from priapism, a condition that causes prolonged erections, which may have contributed to his behavior.
The court was also informed that Malka had previously served as a special constable during the London 2012 Olympic Games before joining the Metropolitan Police.
During the hearing, Recorder Benjamin Gumpert QC addressed the court, stating that railway staff had clearly seen Malka masturbating and using a headrest cover to conceal himself, and that he continued despite being observed.
The court acknowledged that his chances of remaining in the Metropolitan Police were minimal.
Malka appeared emotional during the proceedings, nodding when he was sentenced to 100 hours of community service and ordered to pay a £300 contribution to prosecution costs.
When asked if he understood, he responded affirmatively, indicating acknowledgment of the sentence and its implications.
This incident has raised questions about police conduct and the disciplinary measures that will follow, with the Metropolitan Police yet to determine whether Malka will retain his position.
The case underscores the importance of accountability and proper conduct among law enforcement officers, especially when their actions come under public scrutiny.
