TAYLOR CARROLL, CHELMSFORD - SEX OFFENDER RECEIVES WARNING AFTER COURT ORDER BREACHES
In August 2017, a registered sex offender named Taylor Carroll, aged 21, was warned by the court after breaching court-ordered conditions on two occasions. Carroll had previously been convicted at Chelmsford Crown Court in July of the previous year on three counts of exposure and one of sexual assault. Following his conviction, he was sentenced to an 18-month community order, required to sign the sex offenders register for five years, and fitted with an electronic monitoring bracelet to enforce a curfew.Carroll, formerly residing at Rye Hill, Halstead, appeared before Judge David Turner QC once more after attending only seven out of 28 scheduled appointments with the Probation Service. Probation officer Kevin Diwell remarked, “The order has not really got off the ground at all. The reason probation is asking him to be resentenced is so they can do some meaningful work.”
Court reports revealed that last year, two of Carroll’s victims were retired dog walkers, and two were young children. It was also noted that after consuming alcohol and smoking cannabis, Carroll went on a four-and-a-half-hour rampage through Halstead, targeting victims in secluded areas.
In addition to this, Carroll is serving a four-week prison sentence for failing to comply with a notification order after becoming homeless. As a registered sex offender, he was supposed to inform police of any change in his address at least once every seven days but failed to do so.
Judge Turner expressed disappointment, stating, “I made an order and told you to comply with it. Your record is shameful. You have attended only seven appointments. I rather hoped I dealt with you compassionately last time. After a trial, I could have immediately sent him inside. I maybe made a bad call by not doing that. I’m not sure if he thought I was missing about. I was persuaded to help you get your life back on track and you have thrown it back in my face.”
Carroll received sentences of four months for each of the offenses, suspended for 18 months, along with a 30-day rehabilitation activity requirement. All four sentences are to run concurrently if he commits any further breaches.
