Steven Morris, a man with a troubling history of child sexual offences, has once again found himself at the center of a serious criminal case in Staffordshire.

Morris's criminal record includes prior convictions for inciting a child to engage in sexual activities and creating indecent images of children.

Despite serving time and being subject to a Sexual Harm Prevention Order in 2014, Morris's past did not deter him from reoffending.

The latest incident unfolded during the height of the national Covid-19 lockdowns, a period marked by widespread social isolation and increased mental health struggles for many individuals.

Morris, 45 years old and residing on Booth Street in the Chesterton area of Newcastle Under Lyme, began communicating online with what he believed was a 14-year-old boy.

Unbeknownst to him, the profile he was engaging with was a fake account operated by undercover police officers tasked with monitoring online child exploitation.

According to evidence presented in Newcastle Crown Court, Morris's messages rapidly took a sexual turn, with him requesting explicit photos from the supposed minor.

He also sent images of himself lying on a bed in his boxer shorts, further indicating his sexual intentions.

The conversations eventually led Morris to plan a physical meeting, suggesting they meet at a hotel in Gateshead.

On October 15 last year, police responded to a tip and attended the designated hotel, a Premier Inn in Gateshead.

When they apprehended Morris, they discovered he had a plastic bag containing lubricant, baby oil, and an additional sex-related item, suggesting he was prepared for sexual activity.

Morris's attempt to meet the supposed child was thwarted, and he was taken into custody.

Following his arrest, Morris pleaded guilty to multiple charges, including arranging a child sexual offence, breaching a Sexual Harm Prevention Order, and attempting to communicate sexually with a minor.

His behavior drew severe condemnation from the court, which saw him as a significant danger due to his previous criminal record and his repeated pattern of offending.

Judge Amanda Rippon delivered a stern sentence, condemning Morris’s actions and highlighting his inability to learn from past mistakes despite efforts at rehabilitation.

She remarked, “Your previous convictions were planned, sophisticated and serious.

You were sentenced to a term of imprisonment as a result.

The most serious offence was committed against a boy the same age as you believed your current victim to be.” The judge further stated that Morris, despite undertaking a sexual offenders' course and engaging in personality disorder therapy, continued to pose a high risk of causing serious harm to children.

She pointed out the role that isolation during Covid-19 might have played in his offending but emphasized that many others experienced similar isolation without resorting to criminal acts.

The court heard that Morris had initiated contact with the undercover officer online on September 26 of the previous year, moving their conversations to Snapchat shortly thereafter.

Authorities detailed that Morris’s messages become increasingly explicit, with him requesting the teenager's photos and sharing images of himself.

His discussions revealed plans to meet at the hotel, with Morris claiming he would not do anything to the boy unless explicitly desired.

Police attended the hotel in Gateshead and arrested Morris, seizing the sex-related items in his possession.

He subsequently admitted to charges of arranging a child sexual offence, violating the Sexual Harm Prevention Order, and attempting to engage in sexual communication with a minor.

Represented by his defense team, Morris acknowledged his wrongful actions and accepted the likelihood of a custodial sentence.

His lawyer explained that Morris was operating a café before the Covid-19 pandemic hit, during which he experienced a period of loneliness and depression that, according to his defense, contributed to his relapse into problematic behavior.

Judge Rippon responded pointedly, emphasizing that the societal challenge of Covid-19-induced isolation did not justify or excuse such serious criminal conduct.

She underscored the importance of protecting children from individuals like Morris, who continue to pose significant danger.

As part of his sentence, Morris was ordered to serve five years in prison, with an extended three-year licence period.

Additionally, he was made subject to a lifelong Sexual Harm Prevention Order and mandated to register as a sex offender for the same duration, reflecting the court’s assessment of the ongoing risk he poses to the community.
