It was revealed that Kelly had been writing disturbing stories based on images of young children dressed in nappies, which raised alarm among authorities. His prior conviction in 2015 for possession of indecent images of children had already placed restrictions on his interactions with minors, but Kelly’s actions indicated he had continued to pose a threat.
Following his 2015 conviction, Kelly was subject to a Sexual Harm Prevention Order that aimed to limit his contact with children and restrict his movements. Despite these measures, Bedfordshire Police’s Violent and Sex Offender Management Team (VSOMT) kept Kelly under close surveillance, monitoring his activities and interactions.
During their routine checks, the team discovered that Kelly had breached the terms of his order. Further investigations revealed that Kelly had been following children in his neighborhood and in town, which was a clear violation of the restrictions placed upon him. Most alarmingly, Kelly admitted to waiting outside a young girl’s home, an act that led to charges of attempting to facilitate a sexual offence against her.
Kelly’s case was brought before Luton Crown Court, where he was sentenced to 12 years in prison for attempting to facilitate a sexual offence against a child. Additionally, he received a 12-month sentence for each breach of his Sexual Harm Prevention Order, with all sentences to run concurrently.
