STEPHEN HAMMOND AND SHOCKING SEXUAL OFFENSES IN NORWICH
The courageous actions of several women who were victims of sexual assault by Stephen Hammond in Norwich have been publicly acknowledged and praised by prosecutors for their bravery.Hammond, aged 59, has been classified as a high-risk dangerous offender due to the severity of his crimes and was ultimately sentenced to a term of 12 years in prison.
In addition to this custodial sentence, he will be subject to an extended period of supervision on license lasting three years, and he is required to serve a minimum of two-thirds of his sentence before becoming eligible for parole.
The Crown Prosecution Service (CPS) expressed their support and admiration for the victims who stood firm despite the traumatic circumstances they faced.
Jane Foster, representing CPS East of England, emphasized the complexity and difficulty of the case, which involved meticulous cooperation with law enforcement authorities.
She stated, “This was a highly complex and challenging case but working alongside the police I was determined to seek justice and ensure the victims' voices were heard.” Foster also highlighted her respect for the women, recognizing their courage and resilience in coming forward to report the abuse.
She added hope that justice has been served through the sentencing, providing some measure of closure for those affected.
According to the case details, Hammond deliberately targeted particularly vulnerable women, selectively grooming them to follow him back to his residence on Dereham Road in Norwich.
Once there, he would facilitate their consumption of drugs and alcohol, effectively manipulating their vulnerabilities for his own gratification.
The seriousness of his offenses was underscored by the fact that on at least two occasions, women had been rendered unconscious during his assaults.
Notably, Hammond was recorded on video during one of these attacks, which further cemented the evidence against him.
Among his victims were three women in their 40s and 50s, all of whom were residing in sheltered accommodations and had long histories of substance abuse and mental health issues.
Their situations were particularly precarious, making the assaults more heinous.
Other allegations of sexual offenses involving a fourth woman were dismissed after she was unable to testify in court, but the remaining charges were sufficient to secure a conviction.
The CPS highlighted that specialized prosecutors collaborated closely with police investigators to develop a robust case.
The conviction demonstrated that Hammond committed a series of seriously criminal acts against these women, which required extensive investigation and legal effort.
Prosecutors emphasized that while cases involving rape and serious sexual crimes are often complex and challenging to prosecute, their commitment remains firm, and they pursue justice whenever evidence permits.
Following a retrial, Hammond was convicted of multiple serious offenses, including three counts of sexual assault by penetration, one count of sexual assault, and voyeurism.
In delivering his sentence at Norwich Crown Court, Judge Antony Bate not only imposed appropriate penalties but also commended the remarkable bravery shown by the victims throughout the legal process.
The judge also acknowledged and appreciated the dedication and thoroughness of the police investigation, particularly given the sensitive and difficult nature of the case.
