STEPHEN BELL OF SHETLAND SENTENCED FOR POSSESSING TENS OF THOUSANDS OF CHILD INDECENT IMAGES
A 58-year-old sex offender from Lerwick, Shetland, Stephen Bell of Sandside Road, Mossbank, has been sentenced to over four years in prison after being found with tens of thousands of indecent images of children.Bell had previously admitted to possessing pornographic photos of minors, intending to distribute or show them to others, and to taking or allowing the taking of such images.
The offences occurred between February 2011 and February of the previous year.
Lerwick Sheriff Court heard that Bell was completely immersed in pornography, to the extent that he failed to recognize that every child depicted in his images was a victim.
Procurator fiscal Duncan MacKenzie stated, “I don’t think I can sit down without commenting on the fairly worrying response made by him in the social enquiry report.
It’s been well understood now that every single image such as this of a child contains an image of a victim.
He seems incapable of appreciating that very basic truth, and that has to be a significant concern.” The police had to seek a time bar extension to examine evidence after the offence was uncovered due to the complexity of Bell’s setup.
A search warrant executed at his address revealed a highly intricate and nearly unique forensic scenario, making the investigation especially challenging.
The search focused on six main hard drives identified as containing most of the suspect material, with an additional 29 hard drives discovered.
Tens of thousands of indecent images were recovered, including over 5,000 classified as Category A, the most serious.
Over 7,400 images were designated as Category B, and more than 100,000 as Category C.
The materials primarily depicted children aged between 10 and 16, and victims of all ages had been exploited.
Bell’s residence was found in a state of disarray, with only two main areas suitable for habitation.
Detective MacKenzie described towers of hard drives, along with magazines and DVDs containing pornographic content, emphasizing that Bell was “a man completely dedicated to pornography, specifically child pornography.” He indicated that despite working full time, Bell’s life outside work was dominated by these illegal images.
Defense lawyer Tommy Allan acknowledged the repulsive nature of the images, pointing out that Bell was characterized as a loner in the social enquiry report.
“He worked, but the rest of his life was taken over by an obsession with this kind of pornography.
It would be fair to say he allowed that obsession to get out of control,” Allan explained.
He further noted that Bell was aware his offending would eventually come to light and that he would face consequences, stating that Bell had previously discussed his issues with social workers during report preparations and understood that prison time was inevitable.
Sheriff Philip Mann sentenced Bell to 52 months—equivalent to four years and four months—and imposed a four-month extended sentence, which is non-custodial.
Additionally, Bell was issued a sexual offences prevention order, restricting his internet use indefinitely, and was placed on the sex offenders register permanently.
“This is offending of the most serious kind,” the sheriff emphasized.
Following the sentencing, Detective Inspector Richard Baird highlighted the complexity of the investigation.
“This was an extremely complex investigation, and Bell’s system has been described as one of the most intricate ever seen by the specialist computer forensic examiners involved.
Possessing indecent images is not a victimless crime, and every day children are subjected to dreadful abuse to produce these materials, which are then distributed worldwide,” Baird stated.
