In a disturbing case that has sent shockwaves through the London community, Stephen Beck, a 73-year-old man from Anerley Road, was recently sentenced to 12 years in prison after being convicted of committing 15 historic sexual offences against a former male student.

The crimes, which spanned over a decade, have uncovered a troubling history of abuse that persisted even as Beck continued to run art classes for local children and adults.

It was revealed that Beck, who had been actively involved in the community through his art classes at Anerley Town Hall, was still conducting these sessions when police launched their investigation into his past crimes.

The mother of the victim expressed her deep concern, stating, “That was my biggest concern.

He was still holding art lessons.” By the time authorities arrested Beck in 2019, he had been running art classes at Anerley Town Hall for approximately 20 years.

His involvement in the community was well-established, and in 2009, the News Shopper reported that he had received the prestigious Jack Petchey Leader Award for his contributions to art education for children in Bromley.

At that time, his classes had already been ongoing for over a decade.

The Crystal Palace Community Trust (CPCT), which now manages the Town Hall, issued a statement confirming that Beck was suspended immediately once the allegations came to light.

They stated, “We can confirm that Mr.

Beck was suspended with immediate effect as soon as the matter came to light, at which time we understood the matter was now a police investigation.

The trust cooperated fully with the authorities and provided them with all relevant information during their investigation.” Elaine Harrison, the development manager of the charity, explained in an interview that the CPCT was established only in 2001, meaning Beck was already conducting his classes well before the organization’s formation.

Court records revealed that Beck had begun abusing his victim, a teenage boy, in 2000, a year before the charity’s inception.

During the trial, Judge Deborah Charles noted that Beck had been working as a caretaker at Anerley Town Hall at the time, and one of the assaults even took place inside the building itself.

Despite these revelations, Bromley Council declined to comment on the specific allegations involving Beck’s time at the Town Hall.

Harrison added that by 2017, when the CPCT took over the building on a 40-year lease, Beck’s classes had already been ongoing for many years under Bromley Council’s auspices.

She described the community’s reaction to the news as one of shock and distress, emphasizing, “It’s an awful, awful thing.” Following the discovery of Beck’s crimes, the charity suspended him immediately.

However, they were advised not to conduct their own investigation to avoid interfering with the police inquiry.

Harrison detailed the layout of the art classroom, noting that it was located at the front of the building, a large room with several doors that were never closed during classes.

She reassured that all staff working with children had undergone DBS checks and that staff were never left alone with minors, adhering to strict safeguarding protocols.

It was only in 2018, when the victim, who was then in his 30s, came forward, that Beck’s offending was uncovered.

Harrison admitted she was unaware of the incidents occurring inside the Town Hall until the news outlet, News Shopper, brought the information to light.

Questions were raised about whether Bromley Council had conducted any internal investigation into Beck’s employment history at Anerley Town Hall.

The council clarified that the building had not been under their direct management for over 20 years, having been converted into offices in 2003 and renamed the Anerley Town Hall and Business Centre.

However, they confirmed that Beck had been employed at Bromley Adult Education College, which they operate, where he taught only adults.

A council spokesperson expressed their regret over the case, stating, “We were obviously saddened to learn about these historic offences and are pleased that justice has now been served.” They further explained that although the investigation was not conducted by the council, it is a matter of public record that Beck worked at Bromley Adult Community College for over a decade, including on a sessional basis.

The council assured that they support police efforts and would cooperate if contacted.

In addition to his teaching career, Beck was known locally in Anerley for his artistic talents, particularly in painting shop signs and restaurant menus.

He also attempted a brief pop career, releasing a single titled “For The Love Of You” in 1975 under the name Steve Beck.

During the trial, it was revealed that Beck had claimed to be a friend of the legendary musician David Bowie.

The court heard that Beck began grooming his victim when he was just six or seven years old, with the abuse escalating when the boy reached his teenage years.

The assaults occurred every two to three weeks over several years, causing immense trauma.

Beck was sentenced to serve up to eight years in prison, with the remainder of his sentence on licence.

He will also be required to sign the Sex Offenders’ Register for life, ensuring ongoing monitoring of his activities.
