In June 2009, Simon Hore, a 38-year-old man from Guildford, was sentenced to prison after pleading guilty to multiple charges related to child abuse and indecency. Hore admitted to 29 charges, including engaging in sexual activity with a minor, distributing indecent images, and downloading videos of children involved in sexual acts.
Police discovered 3,327 child pornography images on Hore's computer, among which 88 were classified as category four and three as category five, indicating the most severe types. Additionally, 916 videos depicting children in sexual situations were found, including 251 category four and 11 category five files. An email in Hore’s 'sent' folder contained 10 indecent images.
Guildford Crown Court was informed that Hore’s illegal activities came to light during an investigation into his kidnapping and escape in October of the previous year. Prosecutor Robin Sellers revealed that Hore had been paying a 15-year-old boy from Aldershot for sexual services after meeting him on the internet. The teenager, who cannot be named, was also involved in a sexual relationship with 33-year-old Paul Montgomery from Tongham.
When Montgomery discovered Hore's involvement with the boy, he and the teenager lured Hore to a car park. Montgomery then threatened Hore with a knife, forced him into a car, and restrained him with ties and a blindfold. Hore was held captive for three days during which time he was tortured by Montgomery, the boy, and two other teenagers. Hore eventually escaped but sustained a brain hemorrhage and a broken nose.
Mr. Sellers told the court that after Hore’s arrest, the young victim reported to police that Hore had met him in February 2008 after advertising himself online. The boy stayed at Hore’s home in Worthing for three days in March 2008. Hore claimed he had been raped that night, but police interviews revealed Hore had paid him £300 for sexual acts. Evidence from emails on Hore’s computer confirmed the relationship.
While not all encounters involved sexual activity, Hore admitted to performing oral sex, masturbation, and attempting anal sex on the boy, paying him up to £240 per occasion. Defence solicitor Paul Walker stated Hore initially believed the boy was 20, but later found he was only 15. Walker explained that Hore was depressed and lonely at the time, and his desire was for companionship and a relationship, which he sought with the underage boy, a decision that was ultimately very wrong.
Following his arrest and charges, Hore sought help for his behavior, self-referring to counselling and reaching out to his family for support. The court took into account Hore’s traumatic experience during his kidnapping, with Judge Neil Stewart commenting that this ordeal might reduce the risk of further offending. Hore was sentenced to 12 months in prison for sexual activity with a child and an additional 20 months for downloading and distributing child indecency images and videos, with the sentences to run consecutively. He was also prohibited from working with children and vulnerable adults.
