In August 2022, a disturbing case emerged involving Simon Bagley, a man originally from Hendon, Sunderland, who managed to deceive authorities and a Sheffield family through a series of calculated lies and false identities.

Bagley's actions have once again brought to light serious concerns about the effectiveness of background checks and the safeguarding measures in place within local councils.

Bagley's story begins with his online interactions, where he met a Sheffield mother via the dating platform Bumble in late 2019.

Under the alias 'Simon Jones,' he initiated a relationship with her, concealing his true identity.

The Sheffield woman, already working with Sheffield City Council’s social services due to her personal circumstances, agreed to a background check on her new partner, believing it was a necessary step to ensure safety for her and her teenage children.

During the process, Bagley filled out a form provided by the social services, but crucially, he supplied a fictitious name.

The council did not request photo identification at that time, and consequently, no red flags were raised.

The unsuspecting woman only discovered the deception when Bagley left his wallet in her car one day.

Curious, she examined the contents and noticed that the name on his credit card was not 'Simon Jones' but 'Simon Bagley.' Alarmed, she immediately contacted her social worker, who advised her to leave the situation in their hands.

Soon after, the social services team uncovered online evidence linking Bagley to a 2016 conviction for grooming.

A search revealed a harrowing incident where Bagley, then 42, was caught by the vigilante group Dark Justice attempting to meet a girl he believed was 13 years old.

The court proceedings in Newcastle Crown Court detailed hundreds of messages in which Bagley expressed his desire to be her first boyfriend and asked if he could take her virginity.

In October 2016, Bagley pleaded guilty to attempting to meet a child under 16 and was sentenced to a 12-month prison term, suspended for two years.

He was also required to register as a sex offender for five years.

Despite this, he breached the register's rules by providing a false name to the Sheffield woman, which only came to light after her discovery of his wallet.

Following the revelation, she promptly ended their relationship and reported the matter to the police.

In November 2021, Bagley appeared at Barnsley Magistrates’ Court, where he pleaded guilty to failing to comply with the sex offenders’ register.

He received a further six-month suspended prison sentence.

It is believed that Bagley has since relocated to another part of South Yorkshire.

Tragically, Bagley's online presence resurfaced when he created a new profile on Bumble, once again attempting to deceive women.

The Sheffield mother, now aware of his history, is warning others about his capacity to lie and conceal his true identity.

She emphasizes the importance of thorough background checks, including photo ID verification, which she believes should be standard practice to prevent such cases.

When approached for comment, Sheffield City Council declined to discuss individual cases, with Andrew Jones, director of children’s services, stating that such information is not public.

The mother expressed her frustration, noting that her social worker had apologized and indicated policy changes were forthcoming, but she remains skeptical about the sufficiency of current safeguards.

Her ex-husband has also lodged complaints with Social Care England, which was closed due to a lack of direct personal injustice.

He voiced his concerns about the ease with which Bagley was able to slip through the system and called for more robust identity verification procedures to prevent similar incidents in the future.

Adding to the gravity of Bagley's criminal history, in September 2016, he was caught by Dark Justice after attempting to meet a girl he believed was 13 on the social networking site Hi5.

Prosecutors detailed how Bagley had contacted a decoy account, expressing his desire to meet and engage in sexual activity with the fictitious girl, and asking for explicit pictures.

Despite being aware of her age, he persisted in his pursuit, asking if she wanted him to be her first boyfriend and requesting images in her school uniform.

During the court hearing, Bagley admitted to attempting to meet a child under 16.

His defense described him as vulnerable and working through debt, but the judge sentenced him to 12 months in prison, suspended for two years, and ordered him to register as a sex offender for five years.

The judge emphasized the seriousness of his inappropriate questions and his attempt to meet the girl at Times Square, where he was confronted by Dark Justice members.

Bagley's claims that he was there only to warn her about dangers were dismissed as unconvincing.

This case underscores the ongoing challenges faced by authorities in safeguarding vulnerable individuals from predatory behavior, especially when offenders use false identities and manipulate systems designed to protect the public.
